Description
The Senior Health & Building Inspector performs advanced, independent inspection and regulatory compliance work involving building, health, food establishment inspections and enforcement. This position will ensure consistent compliance with adopted codes, ordinances, regulations and applicable standards while exercising sound professional judgment in interpreting and enforcing requirements.
Bachelor’s degree, and four years’ experience in building inspection or related field; or three years’ experience as a Health & Building Inspector III with the City of Anna. Any combination of experience, education or training that will produce the desired qualifications is acceptable.
Must have a valid Plumbing Inspector’s license issued by the Texas State Board of Plumbing Examiners or obtain within 90 days of employment.
Must possess ICC Commercial Plumbing Inspector Certification.
Must possess International Code Council (ICC) Property Maintenance Code Certification Code. Must possess three (3) additional International Code Council (ICC) certifications within 12 months of hire.
Must possess a valid Texas Department of Licensing and Regulation Certification as a Sanitarian or Food and Drug Administration Inspector.
Must possess a valid Class “C” driver’s license when hired.
Must pass a pre-employment drug screen, criminal background check, and MVR check. Regular use of complex machines and equipment; specialized or advanced software programs.

- Provide technical oversight and guidance for complex health, building, zoning and compliance matters, serving as a senior resource to inspectors and departmental staff when interpretation or unusual circumstances require advanced expertise.
- Review and evaluate complex inspection cases prepared by inspectors to ensure findings, documentation, photographs, code references, correction orders, and enforcement recommendations are accurate, complete, and consistent with departmental policies and applicable regulations.
- Coordinate and assign complex inspection and enforcement cases among inspectors based on workload, technical complexity, priority, deadlines, and required certifications or specialized knowledge.
- Develop and deliver training and mentoring programs for Health and Building Inspectors, including instruction on inspection procedures, code interpretation, documentation standards, enforcement practices, customer service and changes to applicable regulations.
- Assist the Building Official in developing and updating departmental policies, procedures, inspection protocols, forms, checklists and enforcement guidelines to promote consistent application of City codes and improve departmental efficiency.
- Serve as a liaison between the Building Division and other City departments, regulatory agencies, design professionals, contractors, developers and community stakeholders to coordinate the resolution of complex or multi-departmental compliance issues.
- Analyze inspection, complaint, permitting and enforcement data to identify recurring violations, operational trends, workload issues and areas requiring increased education, inspection activity or administrative attention.
- Provide recommendations to the Building Official regarding difficult or disputed compliance matters, including appropriate corrective measures, enforcement options, case resolution strategies and potential amendments to departmental practices.
- Represent the Building Division in meetings, hearings, project reviews, public meetings, and interdepartmental committees involving significant construction projects, complex code issues, public health concerns, or high-profile compliance cases.
- Assist with emergency and disaster-response planning and coordination, including establishing inspection priorities, organizing field assessment activities, coordinating inspection resources, and supporting post-disaster building and health evaluations.
- Drive a motor vehicle to make on-site visits for inspections of properties throughout the city.
- Perform any other duties as required or assigned.
