Job Summary and Responsibilities
The JPC Department Manager is responsible for the day-to-day management and performance of Joint Pole Committee (JPC) services within the Wireless SoCal department. This position leads department personnel, monitors production and quality, tracks customer and milestone requirements, manages JPA-related documentation and billing activities, prepares customer deliverables, and supports the JPC Director and customer representatives. The role serves as a key point of coordination for Joint Pole Association (JPA) activities, including disputed or denied transactions, committee requirements, and customer reporting.
ESSENTIAL DUTIES & RESPONSIBILITIES include the following. Other duties may be assigned:
- Perform all duties and responsibilities associated with the JPA Department Manager role and provide subject-matter guidance to department personnel as needed.
- Manage all JPC services on a day-to-day basis, ensuring department personnel meet required productivity, quality, schedule, documentation, and customer-service expectations.
- Monitor and record Field Inspector production, output, quality levels, and related performance data; identify trends, deficiencies, and required corrective actions.
- Track and report monthly production and completion volumes for all applicable milestones and service activities performed by the department.
- Track additional JPA/JPC requirements, metrics, documentation, and customer-specific activities as requested by the Customer.
- Prepare, review, and submit required customer deliverables, reports, trackers, supporting documentation, and milestone records accurately and on schedule.
- Manage Form 44 billing activities in accordance with contract requirements, including validation of supporting documentation, milestone completion, and billing readiness.
- Support the JPC Director and Customer Representatives with program execution, reporting, issue resolution, escalations, and special requests.
- Manage JPA denials and maintain complete documentation for contested, disputed, or conflicting JPA transactions; coordinate research, responses, and escalation as required.
- Attend and/or represent the Customer at applicable JPC meetings, providing project status, documentation, follow-up, and coordination as required.
- Maintain accurate department records and ensure JPA/JPC activities are documented in applicable customer and internal systems.
- Coordinate with field personnel, project teams, utilities, Joint Pole Associations/Committees, and customer stakeholders to resolve issues and keep work progressing.
- Provide day-to-day leadership, workload prioritization, coaching, and performance support to assigned department personnel.
- Identify operational risks, recurring issues, process gaps, and opportunities to improve quality, efficiency, reporting, and customer service.

Qualifications
- Bachelor’s degree in Business Administration, Project Management, Telecommunications, Engineering, Construction Management, or a related field; or a minimum of five (5) years of relevant industry experience in lieu of a degree. Relevant experience should include Joint Pole Association (JPA), Joint Pole Committee (JPC), utility, pole attachment, wireless telecommunications, or related infrastructure programs. A minimum of two years of project management, team leadership, or supervisory experience is preferred.
- Working knowledge of JPA/JPC processes, pole attachment requirements, utility coordination, field inspection activities, milestone tracking, denials, contested transactions, and supporting documentation.
- Experience managing field personnel, vendors, subcontractors, or multi-functional project teams and holding resources accountable for productivity, quality, schedule, and customer requirements.
- Demonstrated ability to interpret contracts, customer requirements, utility/JPA documentation, billing requirements, technical records, and related project documentation.
- Experience preparing customer deliverables, production reports, performance metrics, milestone tracking, and documentation used to support billing and program reporting.
- Demonstrated ability to manage and interface with customers, utilities, Joint Pole Associations/Committees, field personnel, project teams, and other internal and external stakeholders.
- Must possess successful project and process-management experience, including the ability to identify workflow gaps, resolve issues, manage competing priorities, and improve operational efficiency.
- Demonstrated ability to forecast workload, monitor production and quality, manage program performance, and support financially successful projects in accordance with contractual requirements.
- Strong written and verbal communication skills with the ability to prepare clear documentation, lead meetings, present status and issues, and professionally represent the Customer when required.
- Proficiency with Microsoft Office applications and the ability to learn and effectively use customer and internal project-management, tracking, and reporting systems.
