Description
Performs responsible administrative, technical, and supervisory work assisting in the planning, operation, maintenance, and asset management of the City's water distribution, wastewater collection, and reclaimed water systems. Supports field operations while coordinating infrastructure asset management, preventative maintenance programs, condition assessments, and lifecycle planning for utility infrastructure. This position serves as a liaison between field operations, GIS, engineering, and capital improvement planning to ensure accurate infrastructure data, reliable system operation, and efficient long-term maintenance of utility assets.• Assists with supervising, instructs, and assists in assigning crews in a daily routine of maintenance of activities and repair procedures in the water distribution/wastewater collection system. Including, but not limited to, meter reading, utility line locating, leak repair, line inspections, manhole inspection/repair, maintenance installation or repair of sanitary sewer cleanouts, jet vacuuming gravity mains, manholes, lift stations, as necessary, and CCTV Camera lines
• May assist with disciplinary action for employees performing the duties of maintenance, construction, replacement, and repair of distribution/collections systems
• May assist with supervision, training, evaluation, and discipline of all employees' performance of duties for the construction, maintenance, repairs, and operations of the distribution/collections systems, and all other related duties and functions of the Utility Maintenance Division
• Oversees utility work order management systems used for maintenance tracking and service requests. Coordinates with field crews to ensure accurate documentation of completed work. Tracks repairs, recurring maintenance issues, and response times and provides operational data used to improve maintenance planning and resource allocation
• Oversees the operation and maintenance of the water, reclaim distribution, and sewer collection systems in order to meet FDEP and other local, state, and federal regulations
• Properly reports violations or significant problems to his or her supervisor as well as the appropriate local, state, or federal regulators
• Must have knowledge of or be certified in MOT traffic zone safety procedures. Must have the ability to set up appropriate MOT 600 index zones while working in FDOT, Sumter County, and City Right-of-Way
• Implements a comprehensive and organized maintenance program, including valve maintenance, gravity sewer, manhole rehabs, and hydrant flushing programs to ensure a high level of reliability in the day-to-day operation of a distribution/collections system
• Coordinate an infrastructure inspection program to establish and maintain a condition system that will assist with prioritizing rehabilitation and replacement projects of the distribution/collections system
• Coordinates and provides asset lifecycle data and condition assessments to support capital improvement planning
• Maintains and oversees the City's utility asset inventory including water mains, sewer mains, valves, hydrants, manholes, lift stations, and related infrastructure. Coordinates updates to asset records within GIS, work order management systems, and asset management platforms
• Assists with integration of asset data between GIS, work order systems, and capital improvement planning tools
• Ensures the proper maintenance of equipment and tools by supervising and participating in cleaning and checking equipment and tools after use. Oversees the safety of assigned maintenance workers and equipment operations by instructing individuals in proper safety procedures and monitoring work in progress
• Coordinates with field supervisors and crews to ensure maintenance, repair, inspection, and construction activities are completed efficiently and monitors work order completion
• Assist with track expenses and oversee the annual budget for maintenance while assisting the department director with annual budget preparation
• Assist with assigning repair schedules, evaluate repair cost estimates and ensure all department personnel adhere to the safety policies and procedures of the City of Wildwood
• Supports emergency response activities for water-main breaks, sewer overflows, lift station failures, and other system emergencies
• Informs Distribution & Collections Manager and Utilities Deputy Director of all major malfunctions in the Maintenance Division related to the distribution and collection system, provides corrective action plan for immediate repairs/maintenance activities, provides status updates of the progress of activities and restoring service to customers in a timely manner
• Maintains a good professional working relationship with other departmental staff and the employees of other departments, as well as the public and the staff of professional firms providing services to the City
• Works closely with Engineering, Public Works, GIS, and Finance Departments to support infrastructure planning and asset management
• Coordinates with contractors and consultants performing infrastructure inspections or rehabilitation work
• Coordinates with engineering staff to review and recommend additions and updates to the City's construction specifications and approved material lists
• All other duties as assigned.

- High school diploma or GED equivalent required.
- Minimum of five (5) years' experience in operation, repair, and maintenance of distribution, collection, and reclaimed systems, with two (2) of those years being in a supervisory position
- Three (3) years of experience in underground utility installations, construction, locating, and FDEP regulations
- One (1) year of vocational or technical training may be substituted for two (2) years of experience.
- Experience with asset management systems, GIS, or infrastructure data management preferred
- Must possess a valid State of Florida Driver’s License or ability to obtain within 30 days of hire.
- Must possess a State of Florida Level III Distribution System Operators License (required) or ability to obtain within one (1) year.
- Must possess a Level III Wastewater Collections Technician certification (required) or ability to obtain within one (1) year.
- GIS Professional Certificate and/or approved ESRI training preferred
- Infrastructure Asset Management Certification preferred
- Thorough knowledge of equipment, facilities, materials, methods, and procedures used in water distribution and sewer collection systems.
- General knowledge of FDEP regulations in distribution and collection system operations
- Must have a working knowledge of Utility locating equipment and principles, including but not limited to, electronic locating devices, GPR, Computer-generated GIS mapping system, hand tools, shovels, post hole diggers, rakes, etc. All methods and procedures used in Damage Prevention Guide for excavators, member operations, and locators Sunshine811.
- Skill in computer literacy and capable of using a Computer Maintenance Management System (CMMS).
- Ability to work safely and communicate effectively both verbally and in writing
- Working knowledge of water/wastewater collections and reclaimed water systems including services, meters, valves, hydrants, pumps, and piping with the ability to perform repairs as necessary
- Understanding of infrastructure asset management and lifecycle planning
- Working knowledge of GIS mapping systems and infrastructure data management
- Knowledge of preventative maintenance planning for municipal utilities
- Ability to guide, direct, and motivate employees; ability to organize and supervise the activities of various crews performing construction and maintenance work
