Job Description

Hiring Range: $96,200.00 - $108,222.40


Range Explanation: 

Hiring Range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Summary:

Plans, directs, manages, and evaluates all programs, services, and operations of the Court, Children, and Family Services Division and other assigned initiatives in the achievement of Pima County Juvenile Court's mission, vision, and values.


Distinguishing Characteristics:  

This is classified position that reports to the Deputy Administrator, Juvenile Court. This position performs duties under minimal supervision and has a staff of supervisory, professional administrative, technical, and administrative/clerical level employees. 


Minimum Qualifications: 

Bachelor’s Degree in Law, Business, Public Administration, Social Sciences, or closely related field and five years of progressive, professional administrative, executive or management work experience, including two years of supervisory and/or management experience.; OR any equivalent combination of experience, training and/or education approved by Human Resources. 


Essential Duties & Functions:  

  • Leads and directs the development, implementation, and administration of the goals, objectives, policies, procedures, and work standards for the Court, Children, and Family Services Division (Division). 
  • Leads and directs the management, implementation, and evaluation of assigned programs, services, and operations of the Division to meet the requirements of all governing federal, state, and local laws, rules, regulations, policies, and procedures. 
  • Develops and directs a leadership team capable of effectively achieving departmental goals and objectives.
  • Directs Division operations and programs and ensures full compliance with all applicable laws and directives.
  • Leads the development and administration of multi-million dollar budgets and provides the leadership to procure financial support from various grant and funding sources.
  • Directs development, implementation, and administration of procurements, grants, and contracts for the Division. 
  • Prepares and manages comprehensive reports as required by grant and other funding or legal regulatory authorities, and program evaluation.
  • Essential member of the Juvenile Court Executive Management Team, and provides guidance in the planning and direction of juvenile court programs and objectives 
  • Prepares and delivers clear, concise, and effective written and oral presentations.
  • Monitors the development of data gathering and quality assurance processes, and approves reports prepared on activities.
  • Prepares and manages annual Court Improvement Program and Court Appointed Special Advocate Program plan and budget requests for the Arizona Supreme Court, Administrative Office of the Court, semi-annual and annual reports, and operational reviews. 
  • Collaborates with and builds working partnerships with community leaders, government officials, other agencies, and community groups to promote public safety and improve the lives of children and their families.   

Additional Responsibilities/Duties: 

  • Participates in system improvement and may provide leadership for major focus area or project of the Juvenile Court for initiatives, strategic planning, and continuous process improvement. 
  • Performs related duties and projects as assigned. 

Knowledge, Skills, and Abilities: 

  • The principles, practices, methods and techniques of effective court administration and management;
  • Applicable federal, state, and local laws, rules, and regulations governing the judiciary, dispute resolution, dependency, severance, and adoptions proceedings.
  • Court structures and organizations, functions, performance measures, and services;
  • Accounting, mathematics and statistical methods and procedures; 
  • Strategic planning principles and practices;  

Skill in and ability to: 

  • Plan, organize and direct large complex administrative services; 
  • Analyze and implement legal requirements;
  • Analyze and interpret operational efficiencies, difficult program and organizational problems, and present solutions clearly and concisely; 
  • Establish and maintain effective working relationships with others;
  • Communicate effectively, both orally and in writing;
  • Communicate effectively with staff employees, court administration and management, judges, government and community agency representatives, community leaders, administrative office of the court officials, and the general public. 

Licenses and Certificates:  

Must have a valid Arizona Driver's License at time of appointment. 


Physical/Sensory Items:  

This position requires some hours of out of office/field work.  Incumbents may work weekends and evenings due to client emergencies as needed.  The remaining amount of time duties will be performed in an office environment and may lift materials and/or equipment 20 lbs. or less.
