JOB SUMMARY


Under the general direction of the Wastewater Plant Superintendent, this position is responsible for leading the City’s wastewater treatment plant maintenance programs. This position will plan and supervise the work of wastewater plant maintenance staff and assist with developing and implementing programs and activities to ensure compliance with state and federal requirements. This position must also provide maintenance support during staff shortages, emergencies and severe weather incidents as required.


ESSENTIAL DUTIES

  • Provide effective leadership to maintenance staff by setting clear expectations, leading by example, and creating a positive work environment. Support employee growth by addressing concerns and making sure staff have the training and resources needed to be successful.
  • Supervise maintenance staff, plan, assign, schedule and review work, review/approve payroll, monitor staff productivity, mentor and train staff, conduct performance evaluations and counseling of employees, and make recommendations for hiring, staff improvements and disciplinary actions.
  • Ensures that maintenance staff perform required maintenance and repairs of equipment, maintains facility grounds, performs general housekeeping of facilities, maintains tools and portable equipment, and performs required tasks to maintain the integrity and aesthetics of equipment and facilities.
  • Assist management with developing and implementing standard operating procedures and training activities for maintenance programs to ensure staff conform to City and department goals, policies, and procedures, including administrative, ethics and integrity, safety and security programs. 
  • Assist management with purchasing and finance-related activities for maintenance programs; provide input for draft budgets, long-term planning activities or needed resources. 
  • Ensure maintenance staff maintain an accurate inventory of equipment, supplies, chemicals, spare parts and provide input for developing and maintaining a computerized maintenance management system (CMMS) and asset management program.
  • Ensure maintenance staff follow procedures for equipment start-up and shut-down activities, lock out/tag out, confined space, fall protection and other City or department specific safety and work procedures. 
  • Ensure maintenance staff complete assigned tasks in a timely fashion, document work activities and tasks are performed according to manufacturer’s specifications and department procedures.
  • Assist management with the implementation of an effective document management system, records control program and computerized data management system. 
  • Communicate updates and/or changes to policies, procedures, equipment issues or other activities relevant to maintenance staff. 
  • Recommend ongoing improvements and updates to maintenance activities to improve efficiency, productivity and the quality of maintenance work performed to extend the life of equipment. 
  • Perform other related duties as assigned by management.


MINIMUM QUALIFICATIONS


Knowledge of: 


  • Federal, state, and local rules and regulations related to wastewater treatment operations.
  • Advanced principles of industrial electrical and mechanical equipment maintenance.
  • The operation and maintenance of process control equipment is commonly found in lift stations or wastewater treatment plants.
  • EPA approved wastewater procedures, including field testing, sample collection, preservation, and chain of custody documentation. 
  • Basic lab and field equipment and testing practices used for process control and regulatory compliance samples.
  • Safe work practices, methods, materials, and tools commonly used in lift stations or wastewater treatment plants. 
  • Common water/wastewater utility calculations.
  • SCADA, control systems and electrical system components.
  • Microsoft applications and software that operates in a SQL environment. 


Ability to:


  • Develop effective leadership and supervisory skills while building positive working relationships with employees.
  • Safely and effectively operate and maintain required equipment, machinery, and tools to complete assigned tasks using required PPE.
  • Communicate in English, clearly and concisely and follow detailed oral/written instructions. 
  • Pay attention to details and maintain accurate records. 
  • Read and interpret complex technical documents, regulations, and instructions.
  • Learn and maintain knowledge of job duties and requirements related to the assigned position.
  • Effectively coordinate/schedule activities and develop ongoing task assignments with maintenance personnel to ensure the efficient use of resources.
  • Provide ongoing status reports on maintenance activities and provide input for any required regulatory reporting. 
  • Coordinate activities with other supervisory personnel to ensure efficient use of resources. 
  • Convey technical information to subordinate staff, supervisory personnel and others outside of the City using oral, written and/or computer-based forms of communication. 
  • Work with management to ensure policy changes, process operations or other requirements are communicated to all maintenance staff.
  • Monitor and interpret gauges, digital and computer displays, HMI and SCADA screens and various recording devices to ensure compliance with prescribed safety and operational guidelines.
  • Establish and maintain effective and harmonious working relationships with co-workers, management, regulatory officials, and others contacted while performing job duties.
  • Lift and carry a minimum of 50 lbs. without assistance.
  • Work varying shifts to include days, evenings, weekends, holidays, overtime, and on-call as assigned.


Experience and Education: Any combination of education and experience that would likely provide the required level of knowledge, skills and abilities will qualify.


Experience:


  • A minimum of six (6) years of experience performing maintenance and repairs on pumps, motors, blowers or other related mechanical equipment and systems is required.
  • A minimum of three (3) years of previous experience operating and/or maintaining equipment at a conventional activated sludge or similar wastewater treatment plant is required.
  • A minimum of two (2) years of previous work experience in a coordination, lead, or supervisory role is required. Experience in wastewater treatment is preferred. 


Education:


  • High School Diploma or GED required.
  • TCEQ approved Water Utility and Advanced Management courses are preferred.
  • Technical trade school and/or certificate programs in industrial technologies such as instrumentation and control systems, electrical, machining, manufacturing, or welding is highly desirable.


Licenses/Certifications:


  • Possession of a valid Class “C” or greater Driver License. 
  • Possession of a valid TCEQ Class “C” Wastewater Treatment Plant Operator license or Class II Wastewater Collection System Operator license is required.
  • Possession or ability to obtain a valid TCEQ Class “B” Wastewater Treatment Plant Operator license is required within three (3) years from date of hire.

ENVIRONMENTAL FACTORS


Incumbents assigned to this position willbe required to work varying shifts including days, evenings, weekends, holidays, overtime, and on-call as assigned.  Incumbents can reasonably expect to be exposed to all weather conditions and various hazardous substances such as biological and chemical agents on a routine basis.  Additionally, incumbents can expect exposure to various environmentally stressful conditions such as temperature extremes, moisture and humidity, ultraviolet radiation, occasional insect nuisances, odors, and noise.  Observation of pump and motor operation as well as other routine equipment and process monitoring requires the incumbent to be physically able to climb steps, stairs, and ladders and to bend, stoop, and stretch frequently on a daily basis.  Some work may take place in small, cramped, and confined areas.  Personal safety and chemical spill response procedures require that incumbents be physically capable of hearing audible alarms and sirens.     


* BASE SALARY IS COMPLIMENTED BY APPROPRIATE SHIFT INCENTIVE COMPENSATION


This position has been classified as a “safety-sensitive” position. All incumbents assigned to a “safety-sensitive” position shall be required to comply with all provisions of the City of Sherman, Texas Commercial Motor Vehicle Driver’s Drug and Alcohol Testing Program.
