The GIS Software Analyst is responsible for supporting the County's Geographic Information System (GIS) program through the creation, maintenance, analysis, and presentation of spatial data. This position develops and maintains high-quality GIS datasets, performs spatial analysis, produces maps and dashboards, supports business operations through GIS solutions, and collaborates with County departments to improve decision-making through the effective use of geographic information.


The GIS Software Analyst works closely with internal stakeholders to identify business needs, maintain authoritative GIS data, and deliver accurate spatial products using Esri GIS technology and Microsoft productivity tools.

  • Creates, edit, maintains, and validates GIS datasets using established data standards and quality assurance procedures. 
  • Maintains spatial and attributes data to ensure accuracy, completeness, consistency, and integrity. 
  • Performs quality control and quality assurance (QA/QC) on GIS data and associated documentation. 
  • Researches, verifies, and reconciles discrepancies in GIS data through coordination with internal departments and external agencies. 
  • Performs spatial analysis and data visualization to support planning, engineering, operations, asset management, emergency response, and other County initiatives. 
  • Analyzes geographic data to identify trends, patterns, and relationships that support informed decision-making. 
  • Compiles, interprets, and presents analytical results in maps, reports, dashboards, and other visual products. 
  • Produces high-quality maps, exhibits, presentations, and other cartographic products for internal and public use. 
  • Develops map templates, layouts, and standardized cartographic products. 
  • Creates web maps and configurable applications using the County's GIS platform. 
  • Collects, edits, and validates field data using GPS equipment, mobile GIS applications, and other data collection technologies. 
  • Integrates field-collected information into enterprise GIS databases. 
  • Collaborates with County departments to identify GIS needs and recommends appropriate GIS solutions. 
  • Coordinates with regional partners, municipalities, utility providers, emergency services, and other agencies to improve data accuracy and consistency. 
  • Participates in GIS planning meetings, project teams, and user groups. 
  • Documents GIS workflows, procedures, metadata, and business processes. 
  • Provides technical assistance and basic GIS training to County staff. 
  • Assists users in utilizing GIS applications, maps, and spatial data. 
  • Stays current with emerging GIS technologies, industry best practices, and applicable standards. 
  • May provide technical guidance, training, or mentoring to interns, temporary staff, or less experienced GIS personnel as assigned.
  • Performs other related duties as assigned.

Knowledge, Skills, & Abilities:
  • Excellent customer service and communication skills, with the ability to clearly explain technical concepts to non-technical users in both verbal and written form.
  • Ability to work in a fast-paced environment. 
  • Must be able to stay organized and know how to prioritize the workload. 
  • Ability to work independently while effectively collaborating within cross-functional teams.
  • Proficiency with Microsoft 365 applications, including Excel, Word, PowerPoint, Teams, Outlook, and general computer competency.
  • Strong analytical and problem-solving skills, with the ability to interpret complex datasets, communicate findings effectively, and maintain excellent organizational practices.
  • Strong understanding of GIS principles, cartography, spatial analysis, and geospatial data management. 
  • Knowledge of Esri ArcGIS Pro and ArcGIS Enterprise environments. 
  • Experience creating and maintaining feature classes, geodatabases, web maps, and hosted GIS content. 
  • Familiarity with GIS data quality assurance, quality control methodologies, and data governance. 
  • Knowledge of coordinate systems, projections, and spatial referencing concepts. 
  • Familiarity with data visualization tools such as Power BI is desirable. 
  • Ability to manage multiple assignments while meeting deadlines and changing priorities. 
  • Associate’s degree or equivalent required.  
  • Five (5) years of GIS experience required.

  • GPS and mobile data collection technologies
  • Professional license in GIS preferred (GISP).
While performing the duties of this position, the incumbent may be required to bend, hear, keyboard, sit, stand, talk, work alone and with others, and work overtime. Must be able to lift up to 25lbs.
