About the role of the Manager, Proposal Development
The Manager, Proposal Development will lead the strategy, processes, content resources, and team responsible for delivering high-quality proposal and sales support materials. This Manager will be accountable for ensuring timely, accurate, client focused, and brand-aligned deliverables while strengthening team capability and cross-functional partnerships. In this critical role, the Manager, Proposal Development’s primary focus will be to improve operational effectiveness, support business objectives through proposal excellence, and maintain effective content and knowledge management practices. The right candidate has excellent people leadership skills, a continuous process improvement mindset, excels at stakeholder collaboration, and oversight of proposal development services.
What you’ll do:
- Manage a team responsible for proposal development services, including hiring, onboarding, coaching, performance management, recognition, and employee development.
- Develop team capability in proposal development, strategic writing, presentations, consultation, data literacy, and process improvement to support business objectives.
- Deliver proposal strategies, responses, presentations, and related materials that meet quality, timing, compliance, and brand expectations.
- Coordinate cross functional collaboration with business partners, subject matter experts, sales teams, and leaders to support complex opportunities and shared outcomes.
- Analyze operational performance, stakeholder feedback, workload demands, and proposal outcomes to identify and implement improvements.
- Execute process, workflow, automation, and tool enhancements that improve quality, consistency, efficiency, and service delivery.
- Oversee governance, organization, accuracy, lifecycle management, and usability of proposal content repositories and knowledge resources.
- Support organizational partnerships by influencing stakeholders, resolving barriers, establishing accountability, and promoting effective proposal development practices.
- As part of this role, you may be assigned internal controls derived from Premera’s internal controls framework. You will be accountable to understand the controls assigned to you, their impact on Premera, and to ensure that they are operating effectively.
- As part of this role, you may have responsibility for oversight of third parties. You will be accountable for ensuring the third parties assigned to you operate effectively, in compliance with their contract and Premera’s Third Party Code of Conduct, and that you and the third parties complete all assigned mitigation activities in a timely and accurate manner.
- Other duties as assigned.
What you’ll bring:
- Ten years of professional writing experience in marketing, public relations, proposal development, or business communications, including five years in healthcare. (Required)
- Demonstrated experience leading people and complex, cross-functional teams, including strategic responses to RFPs, RFIs, or comparable business opportunities. (Preferred)
- Experience improving business processes, leading change, and managing a proposal content database or comparable enterprise content repository. (Preferred)
- Strong planning, prioritization, resource management, problem-solving, and working knowledge of process improvement, performance measurement, knowledge management, and AI tools to improve timeliness and quality. (Preferred)
- Strong people leadership, coaching, strategic writing, editing, storytelling, and presentation development skills.
- Ability to translate complex information into clear, compelling content and build trust and influence across organizational levels and functions.

The pay for this role will vary based on a range of factors including, but not limited to, a candidate’s geographic location, market conditions, and specific skills and experience.
The salary range for this role is posted below; we generally target up to and around the midpoint of the range.
National Salary Range:
$98,100.00 - $166,800.00National Plus Salary Range:
$111,900.00 - $190,200.00*National Plus salary range is used in higher cost of labor markets including Western Washington and Alaska.
