The Department of Community and Human Services (DCHS) Finance Section is looking for an enthusiastic, skilled, knowledgeable, and team player to serve as its new Behavioral Health and Recovery Division (BHRD), Deputy Finance Manager for Financial Operations. This is a leadership position that will provide senior level support for the division’s financial operations and lead division-wide processes and projects.
The Deputy Finance Manager reports directly to the Financial Services Administrator and supervises the Budget, Monitoring, and Reporting (BMR) Team is supported by two fund managers (BFO IV) and three Business Liaisons (BFO III). This team is responsible for budget development, budget-to-actuals variance monitoring, budget reporting and dashboards, program partnership and strategy, and general fiscal and accounting support for programs. The Business Liaisons are the primary fiscal point of contact for BHRD program staff.
This position is a member of the BHRD Fiscal Leadership Team. The Deputy Finance Manager will act as the Finance Manager in their absence.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) position anticipated to end 18 months for the start date, but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.
MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: DCHS works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is the Chinook Building at 401 Fifth Avenue Seattle, WA 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

- In partnership with the Financial Services Administrator, provide strategic guidance and advice to set financial direction and sustainable financial planning for the division
- Develop financial plans, analyze data, and help make informed decisions based on revenue contracts and economic forecasts.
- Coordinate agendas and facilitate Monthly BHRD Fiscal Leadership Meetings to support division financial health and decision-making
- Identify potential risks related to financial stability or services sustainability that could affect negatively impact programs or BHRD mission
- Ensure that BHRD financial goals align with broader Division objectives and Department directions.
- Manage and supervise the Budget, Monitoring, and Reporting Teams.
- Build effective, collaborative teams and participate in developing a culture of equity, inclusion, and belonging across the division
- Evaluate fiscal processes for efficiency and work with fiscal and program staff to implement changes as needed for continuous improvement.
- Manage BHRD Fiscal team process for developing and maintaining division fiscal policies and procedures
- Lead division-wide financial operations processes, ensuring that all accounting practices are accurate, efficient and comply with legal requirements.
This includes but is not limited to:
- Agiloft Contract and Invoice System fiscal operations
- Contract and contract amendment review and approval process
- New provider financial reviews
- Gift card incentive process, compliance, and tracking
- Fiscal year end /close accounting activities
- Division cost allocation
- Coordinate, interpret and implement federal, state, county and local laws, policies.
- Act as the Finance Manager in their absence.
- Other duties as assigned.
- Enthusiastic, with a proven positive track record of working and communicating effectively with multiple stakeholders.
- Five or more years of experience in budgeting, finance, managerial accounting, and financial accounting.
- Advanced knowledge of analytical and management systems.
- Advanced knowledge of financial information systems.
- Knowledge of and experience with Generally Accepted Accounting Principles (GAAP).
- Knowledge of contract administration.
- Three or more years of supervisory experience
- Excellent communication skills, both verbal and written.
- Experience processing and reconciling complex financial transactions.
- Intermediate Microsoft Excel skills.
- Knowledge of KCICN and Medicaid as it relates to King County.
- Knowledge of MCO’s and Provider network.
Desired Experience, Qualifications, Knowledge, Skills
- Master’s degree in accounting, finance, business administration and/or equivalent education and experience
- Knowledge of county programs, funding sources, policies, and requirements
- Experience with mental health/behavioral health industry.
- Experience with Oracle/EBS, Hyperion, Oracle, and Tableau reporting systems
