General Summary:

Manages the resources and activities, of personnel engaged in the inspection, maintenance, and repair of light rail transit (LRT) track and right-of-way (ROW) for Dallas Area Rapid Transits (DART) Ways, Structures, & Amenities Division. Maintenance of Way (MOW) Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages personnel engaged in Track & Right-of-Way functions to include, Special track work (switches and crossovers), embedded track, and direct-fixation track.

  • Manages and directs the performance of detailed maintenance, repairs, modifications, etc. to DART Track & Right-of-Way (ROW) system.

  • Interviews, selects, develops, trains, evaluates, counsels, and if necessary, disciplines subordinate personnel per established policies, procedures, and guidelines.

  • Enforces safety policies and reviews/analyzes problem areas to determine need for improved procedures.

  • Develops work schedules, as well as preventative maintenance, repair, upgrade, and equipment installation schedules.

  • Assist with development of the section budget, monitor budget to determine variances, and participate with periodic budget reviews.

  • Develops, submits for approval, and implements procedures and methods used to ensure compliance with established guidelines, quality control and measures standards for effectiveness; prepares a variety of management reports.

  • Ensures appropriate records are maintained per work performed and completes required forms, reports, and other documentation related to labor and material cost estimates, procedures, accidents, inspections, and maintenance.

  • Ensures facilities, equipment, tools, materials and supplies are maintained properly and are available for use. Authorizes requisitions for materials, parts, and supplies to be added to stock and maintains requisitions for materials and supplies. Monitors usage of equipment for recommendations on replacement and coordinates needs with Material Management Division.

  • Reviews plans and drawings to make recommendations for future projects.

  • Performs various duties to include responding to emergency conditions, coordinating with outside contractors, and assisting with the development and promotion of capital projects.

  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Mechanical Engineering, Public Administration, Business Administration, or related field.

  • Four (4) years progressively responsible experience in the maintenance of rail transit or Class 1 track systems and ROW to include a minimum of three (3) years supervisory experience in a similar environment.

  • Must have a valid Driver's License Class-C, and be able to obtain a Texas Driver's License within 90 days of employment; no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.

  • Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles

  • Operates mobile and hand-held radio.

  • Operates DART non-revenue vehicle as required.

  • Demonstrate a fiduciary obligation to section, division, department, and DART in handling materials and information of a confidential nature.

  • Excellent oral and written communication skills to effectively communicate with supervisory and non-supervisory employees, government entities, consultants, vendors, contractors, and a culturally diverse community in one-on-one, small groups and large groups.

  • Strong team building skills with the ability to motivate others to achieve the strategic vision and goals developed by the division, department and agency

  • A strong applicable business acumen, providing analytical and creative skills to find solutions to highly complex interpersonal, professional, technical, and administrative problems resulting in timely and accurate decisions both as an individual and at a team level.

  • Ability to change direction, handle multiple responsibilities and tasks on a regular basis.

  • Ability to positively motivate individuals and teams to meet or exceed project expectations.

  • Provides current, direct, complete, and actionable positive and corrective direction to others.

  • Strong PC word processing, spreadsheet, and presentation software skills. Ability to use typical office equipment such as copiers, calculators, facsimiles, etc.

WORKING CONDITIONS:

Works in an environment where there is exposure to dust, noise, or temperature. May be exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
