CONFIRE, JPA is recruiting for a Management Analyst who will provide professional-level administrative, analytical, fiscal, policy, and project support across the agency’s operations and business functions. This position is responsible for conducting organizational, fiscal, operational, and program analyses; assisting with policy and procedure development; supporting budget preparation and monitoring; preparing reports and recommendations; and providing staff support to management on a wide range of administrative, financial, operational, and organizational initiatives. The Management Analyst may be assigned responsibilities involving finance, contracts and procurement, business operations, budget administration, reporting, records management, special projects, and other administrative service areas depending on agency needs. The role requires strong analytical skills, independent judgment, confidentiality, and thorough knowledge of public agency operations and business processes. The primary work location for this position is CONFIRE’s Rialto Office; however, occasional work at the communications centers in Hesperia or San Bernardino may be required.
CONFIRE, JPA is a Joint Powers Authority (JPA) located in San Bernardino County, California, established to provide regional public safety communications, dispatch, computer information systems (IS), geographic information systems (GIS), and emergency medical services in support of its member and partner agencies. The CONFIRE Communications Center’s primary function is to provide 24-hour-a-day, 365-day-a-year fire, EMS, rescue, and other public safety dispatch services to agencies throughout the region. Beyond its direct dispatch responsibilities, the Communications Center also serves as the San Bernardino County (XBO) Operational Area dispatch center, coordinating fire, local government, law enforcement, and emergency medical resources during large-scale incidents. CONFIRE is also preparing to launch a countywide ambulance transport system that will further integrate emergency communications and EMS operations while enhancing regional service delivery.
Work Availability: Must be available to work a flexible schedule, including evenings, weekends, and holidays, to support agency operations, administrative deadlines, critical projects, continuity of operations, and other organizational requirements. Incumbents must be able to report to CONFIRE facilities and other designated locations as needed.
Emergency Response: May be required to respond outside of normal business hours to support emergency incidents, Continuity of Operations activities, facility or communications center emergencies, resource deployment needs, critical infrastructure issues, or other operational demands affecting CONFIRE JPA. Responsibilities during such events may include providing administrative, analytical, coordination, or logistical support.
Travel: Travel between CONFIRE facilities, member agency locations, vendor sites, training venues, and other operational or project-related locations may be required. A valid California Driver License and proof of automobile liability insurance must be presented at the time of hire and maintained throughout employment.

Representation unit: Exempt
Under general direction, performs complex administrative, analytical, fiscal, policy, program, and project support work in support of CONFIRE JPA operations and business operations.
The Management Analyst conducts organizational, fiscal, operational, and program analyses; assists with policy and procedure development; supports budget development and monitoring; prepares reports and recommendations; and provides staff support to management on a variety of administrative, financial, operational, and organizational initiatives.
Positions in this classification may be assigned to support finance, contracts and grants, business operations, budget administration, procurement support, reporting, records, special projects, or other administrative service areas, depending on organizational need.
Performs related duties as assigned.
Duties may include, but are not limited to:
- Conduct administrative, operational, fiscal, and organizational studies involving staffing, workflows, systems, policies, procedures, programs, service delivery, business processes, contracts, grants, budgets, and financial operations; develop findings and recommendations for management review.
- Assist management with developing and implementing operational strategies, goals, objectives, performance measures, and administrative processes to support organizational priorities and business operations.
- Analyze fiscal operations, including budget development, monitoring, forecasting, expenditure tracking, cost analysis, and financial reporting.
- Assist with preparation, review, monitoring, and administration of assigned budgets; prepare periodic financial, administrative, and operational reports.
- Develop, review, and assist with the implementation of administrative policies, procedures, forms, guidelines, and internal processes to improve efficiency, consistency, compliance, and accountability.
- Research, analyze, and interpret federal, state, and local laws, regulations, guidelines, policies, and administrative requirements; evaluate operational or fiscal impacts and recommend appropriate actions.
- Support grant, contract, agreement, and procurement-related activities by assisting with research, documentation, tracking, reporting, compliance monitoring, expenditure review, deliverable tracking, and coordination with responsible managers or program leads.
- Assist with monitoring vendor performance, service agreements, project deliverables, timelines, records, and administrative requirements in coordination with assigned managers and subject matter experts.
- Manage and coordinate assigned special projects and initiatives, including planning, scheduling, implementation tracking, stakeholder coordination, documentation, and evaluation.
- Conduct studies related to resource utilization, service delivery, workload, staffing, data systems, fiscal controls, administrative processes, and operational efficiency; prepare reports with findings and recommendations.
- Provide administrative and analytical support for finance, contracts and grants, business operations, budget administration, procurement support, reporting, records management, and other agency functions as assigned.
- Coordinate with internal staff, member agencies, vendors, consultants, public agencies, and external stakeholders to support programs, resolve administrative issues, gather information, and advance assigned initiatives.
- Prepare written reports, correspondence, agenda items, policies, procedures, presentations, summaries, analyses, and recommendations for management, executive leadership, committees, and governing bodies.
- Participate in management and staff meetings; provide analytical input, project updates, and administrative support to assist decision-making processes.
- Maintain records, databases, tracking systems, project files, fiscal documents, reports, and other materials necessary to support administrative, fiscal, operational, contract, grant, procurement, reporting, and compliance functions.
- Assist with the implementation of approved recommendations, process improvements, reporting systems, and administrative procedures.
- Provide vacation or temporary relief as required.
- Perform other related duties as assigned.
Minimum Qualifications:
Education:
Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Finance, Accounting, Organizational Leadership, Emergency Management, Public Policy, or a closely related field.
OR
An equivalent combination of education, training, and qualifying experience that demonstrates the ability to perform the duties of the position may be considered.
Experience:
Two (2) years of increasingly responsible professional experience involving administrative analysis, budget analysis, program analysis, policy analysis, project coordination, contract or grant support, fiscal analysis, public administration, business operations, procurement support, financial reporting, or operational analysis.
