Job Purpose
The Director of Water Production, Distribution & Supply Network will be providing strategic leadership for the planning, operation, and continuous improvement of water production, treatment, distribution, and supply services. The successful candidate will ensure reliable, safe, and sustainable water service delivery while driving operational excellence, regulatory compliance, infrastructure development, and stakeholder engagement.
Key Responsibilities
- Develop and implement long-term strategies for water production, distribution, and supply, taking into account population growth, infrastructure expansion, and environmental sustainability.
- Oversee the operation of water treatment plants, distribution networks, quality assurance, and maintenance activities to ensure reliable service delivery.
- Lead the maintenance, rehabilitation, and expansion of water infrastructure to meet current and future customer demand.
- Ensure compliance with national regulations, environmental standards, and public health requirements relating to water quality and service delivery.
- Manage departmental budgets, optimize financial resources, and implement cost control and revenue enhancement initiatives.
- Build and maintain effective partnerships with government institutions, development partners, communities, and other key stakeholders to address water sector challenges.
- Develop and coordinate emergency response plans to minimize the impact of water supply disruptions and natural disasters.
- Establish and monitor quality control systems to maintain high standards of water quality, safety, and operational performance.
- Drive innovation by evaluating and implementing new technologies that improve operational efficiency, optimize water use, and enhance customer service.
- Lead, mentor, and develop multidisciplinary teams, including engineers, technicians, and administrative staff, to achieve organizational objectives.
- Represent the organization in public forums, stakeholder engagements, media interviews, and community outreach initiatives related to water services.
- Foster a collaborative, transparent, and performance-driven working environment across departments.
- Conduct performance evaluations, provide coaching and feedback, and support employee development.
- Perform any other duties assigned by senior management.
Qualifications & Experience
- Master's degree in civil engineering, Water Engineering, Water Resources and Environmental Management, Hydrology, Environmental Engineering, or a related field.
- Minimum of 10 years of relevant professional experience, including at least 3 years in a managerial role within a comparable organization or function.
OR
- Bachelor's degree in civil engineering, Water Engineering, Environmental Engineering, or a related field.
- Minimum of 12 years of relevant professional experience, including at least 3 years in a managerial role within a comparable organization or function.
Professional Requirement
- Registered as a Professional Engineer with the Institution of Engineers Rwanda.
