JOB SUMMARY

** The applicants for this position will be considered for a GIS Technician I, II or III, dependent on qualifications and experience. There is currently ONE opening**

Under general supervision, locates or creates data sources pursuant to information requests, compiles data into accessible formats, and creates maps utilizing ESRI software and geocoding tools.

ESSENTIAL JOB FUNCTIONS:

GIS I - Part-time

  • Create maps using ESRI software and geocoding tools.
  • Locate or create sources of data for information requests and compile information into an accessible format.
  • Assist in the development and maintenance of GIS records and features, and researching record documents.
  • Identify discrepancies in data and provide information to correct areas in question.
  • Interpret accurate information from record documents and accurately translate to narratives and summaries.
  • Operate ESRI software to analyze GIS features and their attributes.

GIS II & III - Part-time

  • Assist in the processing of plats and zoning cases to ensure accuracy of details and proper record management.
  • Respond to data, information, and research requests from the department, city staff, the public, City Council, and the Planning and Zoning Commission.

OTHER JOB FUNCTIONS:

  • Support full-time position and back-up GIS Technician I, II, III.
  • Manage, maintain, and validate geospatial datasets: 1. Manage the City of Arlington parcel fabric and related planning datasets, including but not limited to parcels, zoning, addresses, land use, right of way easements, and streets. 2. Process updates from source systems and departmental inputs, including but not limited to subdivision plats, zoning ordinances, permits, internal and external databases, and reports. 3. Establish, as needed, and apply data standards and procedures, validate integrity, and resolve discrepancies across systems.
  • Coordinate plat filing with the County with project manager and applicant.
  • Perform other qualitative and quantitative GIS and mapping functions as required.
  • Provide assistance to the public by telephone, email and/ or in person regarding GIS information utilized by the City.
  • Assist with setting up and participate in public meetings related to long range planning projects.
  • Assist with publishing and managing geospatial content. 1. Plan, publish, monitor, update, and retire web maps, services, dashboards, and story content for internal and public use, including but not limited to content refreshes, access control, and archiving. 2. Ensure published resources are accurate, accessible, and aligned with city and departmental policies; track usage and performance to guide improvements.
  • Support the documentation of practices and communicate status: 1. Assist with documenting data sources, schemas, change logs, and workflow instructions, including but not limited to user guides and onboarding materials. 2. assist with the maintenance of project records and report status, risks, and outcomes to stakeholders; catalog lessons learned and best practices.
  • Support process updates that reduce inefficiencies, including but not limited to model driven workflows, automation, and scheduled data refreshes using approved tools.
  • Support repeatable tasks and templates and streamline integrations with database systems and business dashboards.
  • Reconcile differences with authoritative records and document methods, dates, and accuracy.
  • Participate in cross functional workgroups and meetings that impact geospatial data and services and contribute to planning, policy, and system improvements.
  • Periodically review usage and performance to improve resources and retire outdated content in accordance with policy.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of business English, spelling, grammar, and punctuation.
  • Knowledge of personal computers, and basic PC software, including MS Word, Excel, and e-mail.
  • Knowledge of office and administrative practices and procedures. 
  • Knowledge of ArcGIS Pro.
  • Knowledge of basic GIS concepts, geocoding, labeling, symbology, and attribute table fields.
  • Knowledge of enterprise geospatial data management and parcel fabric fundamentals.
  • Knowledge of coordinate systems, projections, and datums.
  • Knowledge of cartography and spatial analysis concepts.
  • Knowledge of CAD to GIS translation and interpretation of technical documents.
  • Knowledge of techniques, tools and materials used in drafting, mapping and graphics.
  • Knowledge of relational database concepts and SQL fundamentals.
  • Knowledge of subdivision plats, parcels, and zoning.
  • Skill in communicating professionally and tactfully with other city employees, city officials, and the public by oral and written means. 
  • Skill in using PC software including current Microsoft Office Suite of applications. 
  • Skills in building and maintaining an accurate database for GIS, with ability to pay close accurate attention to details.
  • Skill and ability to compile data for the creation of maps written summaries.
  • Skill and ability to perform GIS functions such as geocoding and creating feature classes.
  • Skill with SQL for data review and updates.
  • Skill with CAD files and conversion to geospatial formats.
  • Skill in documenting methods, sources, change logs, and outcomes clearly.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier. 
  • Ability to learn new systems and procedures quickly. 
  • Ability to use ArcGIS Online services and tools, including dashboards and web maps.
  • Ability to work independently, perform research and work on varied projects with general supervision.
  • Ability to prioritize deadlines and tasks, and communicate prioritization with supervisor.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish objectives.
  • Ability to work within a set schedule.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies. 
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing. 
  • Ability to verify, read and interpret legal descriptions including but not limited to plats, engineering drawings,
  • records and maps.

  • Ability to solve problems by analyzing data.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

Qualifying Education and Experience:

GIS I - Part Time

  • High school diploma/GED and one year of GIS coursework. One year of GIS experience may substitute for coursework.
  • Experience using ArcGIS Pro and ArcGIS Online in daily work.
  • Experience collaborating with a variety of working groups and Information Technology.

Qualifying Education and Experience:

GIS II-Part Time

  • Associate's Degree or technical school coursework plus two years of GIS experience may substitute for coursework.
  • Any equivalent combination of education and experience.
  • Experience using ArcGIS Pro and ArcGIS Online in daily work.
  • Experience publishing and maintaining geospatial content for internal and public audiences, such as web maps, services, dashboards, and story content.

Qualifying Education and Experience:

GIS III- Part Time

  • Associates degree or Technical certificate in geography, geospatial science, GIS, planning, or a closely related field; or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Three years of professional GIS experience in an enterprise environment performing data management, mapping, and spatial analysis.
  • Experience maintaining a parcel fabric and managing enterprise geodatabases.
  • Experience publishing and maintaining geospatial content for internal and public audiences, such as web maps, services, dashboards, and story content.
  • Experience using ArcGIS Pro and ArcGIS Online in daily work.
  • Experience using SQL in a relational database for data review and updates.
  • Experience working with CAD files in support of GIS workflows.
  • Experience collaborating with a variety of working groups and Information Technology.
