Finance and Budget Administrator in the Water and Sewer Division

$50,000.00 - $300,000.00

DISTINGUISHING CHARACTERISTICS OF WORK

This is a supervisory position overseeing the budget and finance operations of the Water and Sewer Division   and involved in high-level and frequently confidential budgetary and financial analysis. An employee in this classification sets the budget calendar, the budget preparation process, and oversees the annual departmental budget implementation. Additionally, this employee directs and coordinates work through subordinate supervisors or team leaders and coaches or gives technical direction as needed.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the  Finance and Budget Administrator  in the Water and Sewer Division. There may be other essential functions, not listed below, in order to accomplish the tasks as presented.

• Supervises budget staff; assigns workload, direct output; and evaluates performance.

• Advises and trains department staff on budget issues, processes, and procedures.
• Develops and recommends changes to budgetary forms and office processes.
• Assists with year-end close-out; interacting with departmental budget administrators, Finance staff and outside auditors, as needed.
• Develops budget transfers and budget amendments, as required.
• Reviews City Council agenda items requiring the expenditure of funds to ensure budget availability.
• Acts as an essential employee during declared emergency, as needed.

KNOWLEDGE, SKILLS, AND ABILITIES

• Commanding knowledge of budgetary procedures, fiscal laws, and local policy.
• Skill to handle complex budgetary analysis, with mathematical aptitude and accuracy.
• Ability to supervise and evaluate budget staff, organizing workload and office assignments.
• Addresses and trains department staff on budget issues, processes, compliance standards and procedures.
• Capability to coordinate, manage, and correlate data for budgetary work in the office.
• Knowledge of the principles and practices of budget formulation and preparation including computer application to maximize efficient presentations.
• Skill to communicate and present budgetary reports to management and City Council as requested.
• Capacity to train and assist departmental staff on budgetary issues.
• Ability to work independently, with minimum supervision.

PHYSICAL REQUIREMENTS

• Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
• Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
• Work is performed indoors within a quiet to moderately noisy environment.
• Must be able to lift, carry and or push articles weighing up to 20 lbs.

MINIMUM TRAINING AND EXPERIENCE

• Bachelor’s degree in Accounting, Finance, or related field from an accredited university.
• A minimum of 7 years of fiscal management experience in a municipal or large corporation environment.
• Master’s degree in a related field preferred.  
• Any combination of education and experience may be considered.
