ELIGIBILITY SUPERVISOR

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

OPEN TO THE PUBLIC
This recruitment will establish an open eligible list that will be used to fill current and future Eligibility Supervisor positions. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

THE OPPORTUNITY

Eligibility Supervisors (ES) are responsible for planning, organizing, and supervising the work of staff who determine initial and/or continuing eligibility for one or more benefit assistance programs which include but are not limited to: Medi-Cal, CalFresh (formerly Food Stamps), CalWORKs, Foster Care, and /or General Relief. The ES also performs specialized job functions such as Computer Support Liaison, Eligibility Systems Liaison,  and other duties as assigned.

Responsibilities and duties for this position include, but are not limited to, the following:

  • Plan, assign and supervise the work of Eligibility Technicians responsible for making eligibility determinations and issuing appropriate Federal/State/County benefits.
  • Monitor and evaluate the work performance of subordinate staff, prepare performance evaluations; identify and assist in resolving performance deficiencies; and recommend disciplinary action, when appropriate.
  • Prepare accurate reports, statistics, records and correspondence; participate in studies or research projects as assigned.
  • Assist staff in identifying client problems, which require mandated social services or referral to other resources.
  • Research and resolve client complaints and/or case inconsistencies.

  • Works with major systems such as MEDS, OnBase, and Workload Management System.

  • Manages and resolves disagreements to minimize negative impact within the team
  • Possesses ability to handle conflict to improve team’s productivity

Critical Thinking
  • Operates effectively in a demanding environment 
  • Adapts to changes according to the evolving needs of the populations served and in accordance with Federal, State and County policy and operations 
  • Defines problems, analyzes data, and recommends alternatives for problem resolution 

Oral | Written Communication
  • Composes clear, concise, and comprehensive reports and other written documents
  • Motivates and engages staff through effective communication
  • Demonstrates effective oral and written communication in working with individuals, families, groups, organizations, communities, and colleagues 
  • Listens effectively and presents ideas and complex materials clearly, concisely, and logically 
  • Encourages open and productive communication
  • Composes performance evaluations to accurately capture employee’s performance for his/her evaluation period
  • Prepares and delivers oral presentations and written communications regarding program/policy updates, operations, productivity, performance, and special initiatives to staff, management, and stakeholders
  • Demonstrates effective public speaking and presentation skills by communicating information clearly and confidently to groups of varying sizes

  • Establishes and maintains good working relationships with peers, colleagues, supervisors, managers, other County agencies, vendors, community partners and the public 
  • Interacts professionally, respectfully, and responsibly with clients and families, County employees, partner agencies, and the community

RECRUITMENT PROCESS
Human Resource Services (HRS) will screen all application materials to identify qualified applicants. After screening, qualified applicants will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Application Screening (Refer/Non-Refer)
Applications and supplemental responses will be screened for minimum qualifications that are most needed to successfully perform the duties of this job. Only those applicants that meet the qualifications as listed in the job bulletin will be referred to the next step.

In-Person Assessment (Refer/Non-Refer)
Applicants who meet qualifications will be invited to participate in one or more job related assessments. Applicants will be notified of their test date and access code, if applicable. Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.

Application Appraisal Panel | AAP (Weighted 100%)
An Application Appraisal Panel (AAP) of job knowledge experts will thoroughly screen and evaluate the application, and supplemental questionnaire for job knowledge, competencies, and related experience described above. Only the most qualified candidates will advance to the next step in the recruitment process or will be placed on the eligible list.


Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.

Based on the County's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.
