Sourcing Specialist III

Position Summary

The Sourcing Specialist III leads project procurement and sourcing activities to ensure the timely, competitive, transparent, and compliant acquisition of goods and services required for US government funded FCI implementation.

Key Responsibilities

Procurement Planning – 25%

• Develop and maintain the project procurement plan
• Translate workplans and budgets into procurement requirements
• Coordinate procurement forecasting with technical and finance teams
• Ensure timely procurement for hub, spoke, and community activities

Sourcing and Procurement – 30%

• Conduct compliant sourcing and solicitation processes
• Prepare RFQs/RFPs and procurement documentation
• Conduct market research and supplier identification
• Facilitate competitive procurement processes
• Evaluate supplier offers in accordance with approved procedures
• Maintain transparent procurement records

Contract and Supplier Management – 20%

• Support contract negotiation and supplier selection
• Monitor supplier performance and delivery timelines
• Maintain supplier databases and performance records
• Ensure goods/services meet agreed specifications

Compliance and Risk Management – 15%

• Ensure compliance with USG procurement requirements and CIET policies
• Maintain complete procurement files
• Identify procurement risks, conflicts of interest and potential fraud
• Support procurement audits and reviews

Logistics Coordination – 10%

• Coordinate with program, finance, Supervisor of Business Support, and logistics teams for delivery and distribution
• Track project assets and equipment
• Support inventory and asset management

Qualifications and Experience

• Bachelor's degree in procurement, supply-chain management, business administration, logistics or related field
• Minimum 5 years' procurement/sourcing experience
• Experience with donor-funded procurement; USG experience preferred
• Strong knowledge of competitive procurement and contract management
• CIPS or equivalent certification is an advantage
• Strong negotiation, analytical and vendor-management skills.

Required Knowledge and Key Competencies

• Strong knowledge of procurement, sourcing, supply-chain management, vendor management, and contract administration.
• Good understanding of USG procurement requirements, competitive sourcing, and procurement compliance
• Knowledge of procurement planning, market assessment, supplier due diligence, bid evaluation, and performance monitoring
• Understanding of inventory, asset management, logistics, and delivery requirements for health programs
• Ability to ensure timely procurement of project equipment, supplies, services, and other implementation requirements
• Strong negotiation, analytical, problem-solving, documentation, and supplier-management skills
• Strong understanding of ethical procurement, transparency, value for money, fraud prevention, and conflict-of-interest requirements
• Knowledge of procurement in complex, remote, or conflict-affected operating environments is an advantage

Required Travel

• Periodic in-country travel to project implementation sites, warehouses, suppliers, and partner locations, typically up to 20% of the time.
