THE OPPORTUNITY
The City of Moreno Valley is seeking a Public Information Officer to lead the City’s communications, public relations, and government affairs efforts by developing and managing a comprehensive communications program, serving as the City’s spokesperson, preparing public information materials, coordinating City-wide messaging, and advancing the City’s legislative priorities. Working under the Media & Communications Division Manager, this role represents the City with government agencies and officials, analyzes and monitors legislation, builds strong relationships with community leaders, and provides leadership to staff while performing high-level analytical work that significantly impacts City operations.

The ideal candidate is a strategic, highly skilled communicator with strong writing, editing, and proofreading abilities, professional experience managing social media channels, and a deep understanding of effective social media strategies. This individual brings solid knowledge of marketing and public affairs principles, excels at building and sustaining relationships with intergovernmental partners, and demonstrates exceptional networking skills that strengthen the City’s regional presence. They are adept at developing legislative platforms, tracking and reporting on State and Federal legislation, and translating complex policy issues into clear and compelling messaging for diverse audiences. With strong judgment, adaptability, and professionalism, the ideal candidate confidently manages multiple priorities, engages effectively with elected officials, legislators, community groups, and the public, and represents Moreno Valley with credibility and initiative. High-level writing skills and fluency in both English and Spanish are highly preferred qualifications for this role.
MINIMUM AND DESIRABLE QUALIFICATIONS
A bachelor’s degree in public or business administration, communications, public relations or a closely related field; OR, equivalent related work experience;ANDAt least five (5) years of progressively responsible professional experience performing public information, public relations, or related field, or equivalent administrative or practical experience which would demonstrate exposure to and utilization of required skills, knowledge and abilities in performing job related duties and responsibilities.
Experience working in or closely with governmental agencies is preferred.
Native-level Spanish bilingual skills are highly preferred for this position.

The Media & Communications Division also functions as the City's media relations/public information office. In addition, this Division monitors state-issued cable television/video service franchise agreements and manages content on the City's public website and social media sites.
