Job Description:
The Facility Administrator provides executive leadership and day-to-day oversight of YRTC-Hastings, a 24/7 residential facility serving female youth committed to DHHS for rehabilitation and treatment. As the senior leader on-site, this position is responsible for ensuring safe, secure, effective, and compliant facility operations while creating an environment that supports rehabilitation, treatment, education, and positive outcomes for youth.
Reporting to the Youth Facilities Senior Administrator, the Facility Administrator is responsible for translating the broader direction and priorities of Nebraska's youth rehabilitation system into effective facility operations. This position leads the facility's leadership team, establishes clear expectations and accountability, supports and develops the workforce, and ensures consistent operational practices across the campus.
The Facility Administrator will have an important opportunity to continue strengthening and developing YRTC-Hastings and its culture, programming, and operations. This leader will work closely with the Youth Facilities Senior Administrator and partners across Children and Family Services, behavioral health, education, human resources, legal, and other areas to ensure the facility effectively responds to the treatment, behavioral, educational, and developmental needs of the youth it serves.
Salary: Anticipated range of $90,000 - $100,000 commensurate with education and experience, if approved.
Key Responsibilities
Provide leadership and day-to-day oversight of the facility, ensuring safe, secure, effective, and compliant 24/7 operations.
Build a strong facility culture that supports employee engagement, teamwork, accountability, professional development, and high-quality services for youth.
Oversee operations, staffing, safety and security, treatment and rehabilitation services, and other resources necessary to effectively serve youth.
Ensure compliance with applicable laws, regulations, policies, licensing requirements, accreditation standards, PREA requirements, and juvenile justice best practices.
Lead the facility's response to critical incidents and operational challenges, ensuring appropriate communication, follow-up, and corrective action.
Monitor staffing levels, workforce trends, overtime, turnover, vacancies, and other operational indicators and develop strategies to address workforce challenges.
Promote trauma-informed, evidence-based, and developmentally appropriate approaches that balance safety, accountability, treatment, and rehabilitation.
Maintain a visible leadership presence and build strong relationships with youth, teammates, families, community partners, and other stakeholders.
Oversee facility budgets and resources while ensuring responsible stewardship and alignment with operational priorities.
Partner closely with the Youth Facilities Senior Administrator, other facility leaders, and DHHS leadership to strengthen consistency and advance system-wide priorities.
Perform other leadership responsibilities necessary to support the safe and effective operations.
Requirements/Qualifications:
Minimum Qualifications: Bachelor's degree in criminal justice, public administration, behavioral sciences, social work, psychology, human services, business administration, or a closely related field, and at least five years of progressively responsible leadership experience in juvenile justice, corrections, residential treatment, behavioral health, child welfare, youth programming, or another complex human service environment.
Preferred Qualifications:
Leadership experience within a juvenile justice, correctional, secure residential, behavioral health, or other 24/7 facility environment.
Demonstrated success improving facility operations, workforce culture, safety, staffing, or organizational performance.
Knowledge of trauma-informed care, evidence-based rehabilitation practices, and juvenile justice systems.
Experience with regulatory compliance, licensing, accreditation, PREA, quality assurance, or similar oversight requirements.
