Fleet Safety/Environmental Compliance/Facility Coordination Manager (Program Manager II, Grade N25)

WHO WE ARE LOOKING FOR

The Division of Fleet Management Services is looking for a Fleet Safety/Environmental Compliance/Facility Coordination Manager. The employee will be responsible for managing the Safety, Training and Security Section of the Division of Fleet Management Services (DFMS) in the Department of General Services. This position provides management, oversight and leadership in the areas of Workplace Safety, Environmental Compliance, Facility Maintenance, Facility Project Safety Coordination, Vehicle Warranty Recovery, and Equipment and Maintenance Procurement/Contract Management, in support of the Division’s mission ensuring compliance with Federal, State and County regulations and requirements. These are highly complex roles as DFMS is a 24/7 operation and has three main worksite locations (Rockville, Silver Spring and Kensington), along with multiple depots and fuel sites, and is comprised of over 200 employees. DFMS also houses the nation’s largest transit depot microgrid at a county bus facility, marking a transformative milestone in the County’s transition to a zero-emissions public transportation system. The state-of-the-art project integrates solar power, battery storage, and advanced electric bus charging infrastructure—with future plans for hydrogen production—to deliver clean, reliable energy for the Ride On fleet.

The core work of the position requires substantive knowledge of industrial function(s) performed in the facilities occupied by the Division of Fleet Management Services(including automotive equipment maintenance and repair), and the specialized equipment used (including lifts, hoists, air compressors and other industrial equipment used in the maintenance and repair of cars, trucks, buses and heavy equipment powered by gas, diesel or alternative fuels) to effectively represent the interests of the facility user(s). This position will work collaboratively with the Departmental Safety Manager to ensure that all safety issues are addressed in accordance with departmental procedures.

Environmental Compliance, Facility Maintenance, and Facility Project Safety Coordination

• Manages facility and building issues, repair coordination, equipment maintenance and procurement, as well as follow-up and oversight related to the solar project and other building renovations and projects. 
• Much of the role involves balancing daily operational demands while also managing longer-term projects and compliance responsibilities  
• Maintains liaison with contractors and other government agencies to plan and design projects; reviews plans or changes and amendments to plans and develops and implements systems for fiscal management of funds.
• Conducts environmental and safety inspections and audits, files environmental reports to regulatory authorities.

Equipment and Maintenance Procurement/Contract Management and Vehicle Warranty Recovery

• Develops and administers contracts, which may include preparing requests for proposals (RFP's), advertising, reviewing bids and proposals, contract preparation and processing, contract fiscal monitoring, administration of funds, and oversight of contractor performance. Reviews and approves Requisitions and Invoices. 
• This positionis responsible foroverseeing an effective warranty program which tracks repairs toidentifyabnormal or premature failures; pursues and tracks warranty recovery claims; ensures manufacturer recall work is completed;identifiesvehicle repairs andcomponentparts still under warranty; negotiates disputed warranty claims. 
• Position oversees and updates warranty SOP,maintainsongoing communications with all departments and management staff with any warranty changes and issues. This position manages working relationships with all vendors and manufacturers not only to resolve any warranty issues or manufacture defects but improve communication and service.

Workplace Safety and Security

• This positionmanages and oversees all employee, vehicle, and shop safety.  
• This positionis responsible foroverseeing the training unit and employee training as DFMS transitions to a zero-emissions workplace.  
• This positionmanages warranty, forklift, platform lift, safety, and environmental training. 
• Positionworks closely with Risk Management and Facilities on daily operational issues, including managing Workers Compensation and CORVEL claim management, MOSH inspections, accident reviews,buildingand environmental compliance repairs. 
• Manages and monitors AED’s, driving records of all Fleet CDL Employees, security systems, ID Badges and a steady stream of miscellaneous operational issues and special projects. 
• Conducts facilities and environmental safety inspections and audits. Develops and updates Safety Standard Operating Procedures. 

The Division of Fleet Management Services is a 24/7 operation and has three main worksite locations (Rockville, Silver Spring and Kensington), along with multiple depots and fuel sites. The employee will be required to work at all locations and may include nights and weekends.

The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.

• Experience: Thorough Five (5) years professional experience in fleet operations, safety and/or environmental fields to include extensive knowledge of local, state and federal regulations applicable to fleet operations.
• Education: Graduation from an accredited college or university with a bachelor’s degree.
• Equivalency: An equivalent combination of education and experience may be substituted.
• Licensure: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

• Experience related to environmental regulations and requirements pertinent to vehicle maintenance operations and facilities management; and federal, state and County laws and regulations related to fleet operations, especially DOT regulations
• Experience in occupational safety and health regulations, standards and policies
• Experience in strategic program and project planning, execution and evaluation; to include development and implementation of policies and procedures
• Experience in the procurement process and contract management
• Experience supervising a team of employees
• Experience using automated systems and tools to store, access and analyze information and data: Microsoft Excel, Access, PowerPoint, Fleet Management Inventory System
