Job Summary

The Animal Law Enforcement Administrative Officer must be an organized professional with strong skills in solving problems and managing records. The ALE Administrative Officer responds to citizens' inquiries, assists citizens fill out forms, and answers public requests for information. The ALE Administrative Officer needs good interpersonal skills, including patience and the ability to listen. The ALE Administrative Officer must perform their duties with integrity and deal with the public pleasantly and tactfully.

The Animal Law Enforcement Administrative Officer supports HSPPR's mission by ensuring efficient, accurate, and compassionate administrative operations that enable Animal Law Enforcement to serve both animals and the community effectively. By managing records, processing legal documentation, supporting court actions, and assisting the public with information and services, the role helps promote compliance with animal laws and protects public safety. Additionally, the position contributes to humane outcomes for animals and positive community relations through responsive customer service, collaboration with officers and volunteers, and support for outreach and education efforts.

Key Duties and Responsibilities

  • Initial point of contact for citizens who come to the office in-person
  • Obtains signed complaints from citizens
  • Issues warnings and summonses to violators of city and state laws
  • Advises citizens concerning laws and ordinances
  • Collects and preserves evidence
  • Testifies in court
  • Collects subpoenas and creates court packets
  • Enters calls for service when necessary
  • Sells licenses
  • Assists with running license plates
  • Process summonses to be sent to the proper agency
  • Quality control
  • Monitors ALE emails
  • Processes records requests
  • Enter county/state court records
  • Process municipal court records
  • Update HSPPR records with case dispositions on summonses
  • Update street files
  • Fix duplicate person/animal ID's
  • Complete daily vehicle/district assignment schedule
  • Add officers cross training from other divisions to daily vehicle/district assignment schedule
  • Prepare yearly district rotation schedule
  • Prepare daily vehicle assignment/district schedule
  • Prepare yearly bay duty cleaning schedule
  • Prepare yearly court calendar
  • Enter HSPPR bite reports into EPCPH data base
  • Assists with training new officers and updating training materials
  • Assists with getting new officers uniforms and equipment
  • Assists with maintaining office supplies and departmental forms
  • Assists with monitoring trap inventory
  • Prepares and presents various information and programs to outside organizations
  • Promptly reports violations of policy and procedure and/or conduct unbecoming to Department Leadership
  • Prepares weekly Bite Blotter data
  • Other duties and tasks as assigned by the Department and/or Divisional Leadership

Physical Demands

  • Exerting up to 50 pounds occasionally and 30 pounds frequently
  • Requires sitting for a significant period of time, walking and standing to a lesser degree
  • Primarily works in a shared office environment. Work station is in a primary location, near the front door.
  • May be exposed to respiratory, noise, physical, mechanical and electrical hazards
  • Exposure to Zoonosis diseases (a disease that can be transmitted to humans from animals) is possible
  • Exposure to infectious diseases is possible

Schedule Requirements

  • Primary schedule consists of five (5) eight-hour shifts. However, the schedule may change on short notice as needed.
  • Duty hours will vary and will generally be between 8:00am and 5:00pm, Monday through Friday.
  • Schedule may include mornings, evenings, weekends, holidays, and on-call shifts as needed.

Education / Experience Necessary

The successful applicant must meet or exceed the minimum education, experience, and abilities necessary to perform ALL the job functions, unassisted, and at a pace and performance level consistent with actual job requirements.

Minimum Experience, Training/Certification, and Performance Standards

Animal Law Enforcement Administrative Officer

  • Sincere interest in the mission, vision, values, and goals of The Humane Society of the Pikes Peak Region and Animal Law Enforcement Department
  • Must be a U.S. Citizen
  • At least 21 years of age
  • Ability to effectively read, write, interpret, communicate, perform basic problem solving, and perform basic math as commonly expected from completion of a High School Diploma or Equivalent Education.
  • Valid Colorado Driver's License and insurable driving record
  • Have no convictions for felonies or crimes of moral turpitude
  • Pass a drug test, basic physical fitness test, hearing and eye exam (specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision and depth perception)
  • Pass various qualifying exams and background investigations

Education/Experience

  • Minimum 2 years of animal control field experience
  • Minimum education of an associate degree or equivalent training and experience
  • Consistently rated as above standards performance evaluations
  • No formal disciplinary action/punishment taken for the one year time period preceding application
  • Successfully completed Colorado Association of Animal Control Officers certification test
  • Colorado Department of Agriculture Bureau of Animal Protection State Agent
  • Ability to establish and maintain effective working relationships with customers, employees and citizens
  • Effective verbal and written communication skills
  • Ability to prioritize and coordinate work assignments, work in multi-task environment
  • Exercises good judgment when dealing with the public, employee issues, and animal-related concerns
  • Able to exercise discretion when dealing with confidential information
  • Strong interpersonal skills, ability to establish and maintain effective working relationships with citizens, coworkers and management
  • Ability to train and evaluate new employees work performance
  • Exercises good judgment when dealing with the public, coworkers, and animal-related concerns
  • Able to exercise discretion when dealing with confidential information
  • Excellent computer skills and familiarity with Word, PowerPoint, and Excel software
