Job Position Description:
Are you a strategic leader with a passion for early learning systems and workforce development? Community Action is seeking a CCR&R Services Manager to lead our provider-facing service delivery. In this vital role, you will oversee coaching, consultation, training, and technical assistance, ensuring that early care providers across Washington County receive the resources and support they need to thrive.
Abbreviated Duties List:
- Oversee provider-facing functions including coaching, technical assistance, inclusion supports (Every Child Belongs), and mental health consultation.
- Manage and mentor CCR&R Coordinators and service-delivery teams, fostering a culture of accountability, professional growth, and consistent practice.
- Partner closely with the Systems & Access Manager to align service capacity, referral pathways, and provider handoffs for a seamless client experience.
- Monitor program quality, track contract compliance, support budget monitoring, and contribute to state work-plan implementation and reporting.
- Represent CCR&R in regional initiatives, workgroups, and partnerships to strengthen the early learning ecosystem in Washington County.
Abbreviated Requirements:
- Minimum of a Bachelor's degree in Early Childhood Education (ECE), Child Development, Social Work, Public Administration, or a Step 10 on the Oregon Registry. An equivalent combination of education and experience may be considered.
- Minimum of 3 years in ECE program leadership, including direct staff supervision.
- Minimum of 3 years managing complex programs, contracts, or grant-funded services.
- Strong knowledge of early childhood systems, quality improvement frameworks, and provider support strategies.
- Demonstrated ability to work effectively with culturally and linguistically diverse communities.
- Enrollment in Oregon Central Background Registry prior to offer of employment being extended.
- Requires a valid Oregon driver's license, proof of auto insurance for a private vehicle, and access to reliable transportation.
What Will Make You Stand Out:
- Master's degree in ECE, Child Development, or a related field.
- Experience with coaching models or technical assistance in early childhood settings.
- Familiarity with Oregon's ECE systems (Spark, Preschool Promise, etc.).
- Oregon Registry approved Master Trainer.
- Bilingual English/Spanish, written and verbal, or other languages common in Washington County.
