We are looking for a driven and talented individual contributor to become a part of our DevSecOps Team, an essential component of our software development and delivery framework, as a Jira Administrator. In this role, you will collaborate closely with the Radar Digital Product Line (RDPL) programs to develop and implement solutions across multiple Jira servers, working together with the Platform Engineering team to identify and establish solutions that function effectively within a shared server environment used by programs across one of the largest Information System (IS) in the Northeast. 

The Department’s mission is to provide world class Radar Software to be used in military systems deployed at sea and on land. Our software teams employ an Agile Scrum process to rapidly design, code, integrate and test capabilities on a continuous basis into a mature solution for our customers.

This position is full-time on-site in Marlborough Massachusetts or Tewksbury Massachusetts

What You’ll Do

  • User Management: Lead the management of user accounts and permissions, including overseeing onboarding and offboarding processes to EIM/AD groups.

  • Consistency Across Jira Projects: Drive alignment and standardization across all Jira projects (both unclassified and Information Systems (IS) while ensuring the effective implementation and maintenance of synchronization automation for configurations and issues.

  • System Maintenance: Oversee and perform advanced system maintenance to ensure optimal performance, scalability, and reliability.

  • Troubleshooting and Support: Serve as a senior resource for user support, providing expert guidance, resolving advanced issues, and developing strategic training initiatives.

  • Workflow Customization: Architect, implement, and optimize workflows, permissions, and project structures to meet complex program-specific and organizational requirements.

  • Upgrade Support: Lead system upgrade initiatives to ensure seamless transitions with minimal business disruption, including planning, testing, and execution.

  • Tool Integration: Strategically manage and optimize integrations with other tools like Confluence, GitLab, and additional DevOps platforms to enhance system efficiency.

  • Customizations and Enhancements: Oversee and implement advanced customizations and enhancements to improve system functionality, leveraging expertise in plugins such as Structure, Project Configurator, ScriptRunner, and JSU Automation.

  • Data Management and Reporting: Lead the design and maintenance of dashboards, reports, and queries to address complex reporting requirements and deliver actionable insights to stakeholders.

  • Documentation: Develop and maintain comprehensive, high-level documentation for system configurations, processes, and user guides to ensure knowledge transfer and operational continuity.

  • System Monitoring: Proactively monitor system performance, identify trends, and implement preventative measures to maintain robust performance.

  • Scripting: Design, develop, and refine advanced scripts to automate processes or enhance system functionality.

  • Refactoring: Spearhead refactoring efforts to align existing implementations with best practices and improve system efficiency.


Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 8 years of prior relevant experience unless prohibited by local laws/regulations.

  • Experience as a Jira Administrator, including expertise in configuring workflows, permissions, and issue types to meet complex project and organizational requirements.

  • Experience in Jira automation features and scripting languages such as Groovy (for ScriptRunner) or JavaScript, with the ability to develop custom scripts and automation.

  • Experience with Software Development Lifecycle (SDLC) processes, particularly those involving scripting and automation.

  • Experience in Jira dashboards, reporting tools, and plugins like Structure.

  • Experience with configuration management tools (e.g., Git, GitLab) at an enterprise level.

  • Experience with Agile and Scrum principles with demonstrated experience supporting and optimizing workflows and team processes in Jira for large-scale projects.

  • Active and transferable U.S. government-issued Interim Secret security clearance is required prior to the start date. U.S. citizenship is mandatory as eligibility for a security clearance is required.


Qualifications We Prefer

  • Advanced analytical skills to troubleshoot and resolve complex Jira configuration or integration challenges.

  • Deep understanding and experience with CI/CD pipelines and tools such as Jenkins or GitLab CI/CD.

  • Demonstrated success in managing multiple Jira instances across large and complex organizational environments.

  • Strong expertise in project management principles, ensuring Jira configurations align with organizational strategies and goals.

  • Advanced knowledge of Agile/Scrum principles to design and optimize Jira workflows for iterative development processes.

  • Proven ability to create and manage complex custom scripts and automation rules to extend Jira functionality.

  • Extensive experience in integrating Jira with other tools (e.g., Confluence, Bitbucket, Jenkins, GitLab, or other DevOps tools) to streamline operations.

  • Proficiency in using APIs for developing and managing custom integrations.

  • Strategic thinking and the ability to operate effectively in high-pressure environments, delivering results in a timely and efficient manner.

  • Superior written and verbal communication skills to effectively engage with stakeholders at all levels, translating advanced technical concepts into actionable insights.

  • Proven ability to lead and collaborate with teams across functions and geographies.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
