VIF Project Manager

DESCRIPTION: The Northwest Arctic Borough Village Improvement Fund ("VIF") was created as a fund dedicated for capital projects and improvements, village services, and related programs in the 11 Borough villages. The VIF will support projects, infrastructure and quality of life services for our villages within the Northwest Arctic Borough. The VIF Capital Projects Manager will be responsible for the outreach to villages regarding capital project, infrastructure, and service needs within each community and development of priority lists for such. This position will additionally be responsible for developing and maintaining strategic partnerships with external organizations, agencies, and individuals.

DUTIES:

• Collaborate with VIF Commission members and communities to identify priorities, project needs, and infrastructure and service needs within NAB communities.
• Assist in creating priority project listings within each community in line with VIF goals and guidelines.
• Establish project history narratives and information related to specific projects as identified by villages.
• Create project plans and project management guidelines for successful implementation of identified projects.
• Collaborate with, plan and inform cooperating agencies regarding project planning.
• Present findings, project plans, and other information to agencies, villages, and the Borough Assembly and administration as required and requested.
• Support communities in creation of budgets and financial information guidelines for projects.
• Work with the VIF personnel on projects to effectively create plans and funding opportunities for the all communities.
• In conjunction with VIF Commission, implement and conduct onsite administration and project oversite for infrastructure and Village projects including reporting, design, and accountability of funding expenditures.
• Oversee project management for VIF projects and capital improvements.
• Prepare VIF project, service, and program reports for NAB and its partners.
• Perform other duties as assigned.

MINIMUM REQUIREMENTS:

• High School Diploma or GED
• Bachelor Degree or related experience in Engineering, project planning and management, capital project management or work related to capital projects in Municipalities. Experience may be substituted on a year for year basis.
• Engineering, land management, mapping, as-built, survey and project management experience required.
• Ability demonstrate excellent oral and written communication skills
• Ability to work collaboratively and independently to achieve Borough goals
• Skills and experiences to set-up, coordinate, and support public meetings/hearings with local people with various agencies.
