This role supports Singapore Polytechnic’s Facilities and Assets Management function by managing and improving Facilities Management (FM) services, maintenance programmes, operational contracts and campus facilities initiatives.
The candidate works with schools, departments, consultants, contractors and service providers to deliver safe, effective and compliant facilities services and maintenance programmes, covering procurement, contract management, operational problem-solving, A&A and facilities improvement projects.
The candidate applies professional knowledge and sound judgement to resolve operational and maintenance issues, improve service delivery, asset performance and efficiency, communicate effectively with stakeholders, and coordinate multiple initiatives and projects.
[What you will be working on]
You will be responsible for the following:
Facilities Maintenance and Project Administration
Support Singapore Polytechnic’s Facilities and Assets Management matters, including the coordination and administration of landscape maintenance, pest control, carpark operations, facilities improvement works, projects, procurement and tender administration, as well as the management of SP-appointed FM contractors, service providers and carpark operators.
Manage and administer FM services, maintenance programmes and operational contracts to support safe, reliable and effective campus operations.
Plan, organise and coordinate maintenance activities, facilities services, A&A works and improvement projects to meet operational and user requirements.
Oversee contractors, consultants and service providers to ensure works and services are delivered in accordance with contract specifications, service standards, safety requirements and regulatory requirements.
Coordinate with schools, departments, users and stakeholders to address maintenance needs, service concerns, operational issues and project requirements.
Conduct site inspections, audits, investigations and performance reviews to monitor service quality, contractor performance, compliance and areas for improvement.
Administer maintenance contracts and project matters, including scope definition, budgeting, procurement support, approvals, records, variation orders, claims, implementation and close-out.
Monitor project schedules, milestones, risks, deliverables, budgets and expenditure to ensure timely, safe and cost-effective completion of works.
Prepare and maintain management papers, reports, presentations, procurement submissions, project documentation and other records in accordance with SP policies and procedures.
Provide operational and technical inputs in meetings, maintenance reviews, service performance discussions and project coordination sessions.
Identify and support service, maintenance, asset and process improvement initiatives to enhance operational efficiency, service quality and campus user experience.
Keep abreast of relevant industry practices, emerging technologies, Singapore Standards and regulatory requirements relating to facilities management, building maintenance and service delivery.
Support departmental initiatives and contribute to continuous improvement in facilities management, asset management and operational excellence.
Other Programme Management and Strategic Initiatives
Manage and coordinate multiple operational initiatives, facilities improvement projects and departmental programmes concurrently.
Support digitalisation, sustainability, reliability and asset lifecycle management initiatives where required.
Undertake any other duties and responsibilities as assigned.
[What we are looking for]
Requirements
Qualification Required and Area of Discipline.
Minimum diploma or degree in Facilities Management, Estate Management, Project Management (or related discipline).
Minimum 5 years of relevant working experiences in facilities management, contract administration, operational services management or project management.
Experience in managing FM services, operational contracts, procurement activities and contractor performance.
Experience in tender preparation, procurement administration and contract management.
Experience in Addition & Alteration (A&A), upgrading or facilities improvement projects.
Knowledge and Skills
Good understanding of facilities management principles, contract administration, operational service delivery, government procurement, regulatory requirements and legislation.
Good analytical, critical thinking, coordination and project management skills, with the ability to assess operational issues and recommend practical solutions.
Good communication, presentation, negotiation and interpersonal skills, with the ability to engage stakeholders at different levels and explain complex or sensitive matters clearly.
Positive work attitude, good listening ability and ability to work collaboratively with staff at all levels as a reliable and independent team member.
Good leadership qualities, strategic planning capabilities, time management, resourcefulness, self-motivation and ability to manage multiple responsibilities concurrently.
Relevant professional certifications or experience in facilities management, sustainability (e.g. Green Mark Accredited Professional (GMAP) accreditation or equivalent), quality management, safety management, project management, Building Information Modelling (BIM), and tender specification preparation would be advantageous.
Successful candidate will be offered a 2-year contract in the first instance.
