ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking qualified candidates to serve as Law Enforcement Instructors/Advisors (Number of Vacancies: 4). This part-time position will be responsible for developing and implementing trainings on counterterrorism-related subjects to host nation law enforcement authorities in the Western Hemisphere, as well as drafting reports and communicating with ICITAP headquarters.  

JOB DUTIES AND RESPONSIBILITIES:  

  • Conduct trainings on various counterterrorism subjects with host nation law enforcement units in the Western Hemisphere.
  •  Counterterrorism subjects include but are not limited to: Human Trafficking/Smuggling, Criminal Profiling, Open-Source Intelligence, Criminal Profiling, Interviewing and Interrogations, Tattoos, Scars, and Markings Identification, Joint/Interagency Law Enforcement Cooperation, and Counterterrorism 101.
  • Develop curricula (including presentation slides, training handouts, and related training materials) on the aforementioned counterterrorism subjects.
  • Draft training-related reports (ex. After-Action, Notable Event Summaries) summarizing activities, notable events, observations, and recommendations experienced during the training at the request of ICITAP headquarters.
  • Attend and provide input in virtual meetings at the request of ICITAP headquarters.
  • As needed, provide instructor-related support to interagency personnel on other trainings, such as observing and providing feedback, and answering questions from host nation units.

REQUIRED SKILLS AND QUALIFICATIONS:  

  • Ten years of experience assigned to an accredited federal, state, or municipal law enforcement agency as a sworn law enforcement officer or agent.
  • Must have native or high-professional fluency in the Spanish language to effectively conduct trainings, develop curricula, and provide other needed support in counterterrorism-related subjects.
  • Demonstrated experience conducting trainings in counterterrorism, transnational criminal, border security, and/or intelligence-related subjects to law enforcement or military units.
  • Experience preparing high-quality written assessments, reports, and briefings for senior audiences with a focus on assessing counterterrorism capabilities, limitations, gaps, and recommendations.
  •  Excellent interpersonal skills to effectively work with ICITAP personnel, host-country nationals, and U.S. embassy teams.
  • Ability to operate windows applications, including Microsoft Word, Excel, Teams, PowerPoint, and Outlook.
  • Must maintain a passport and be able to obtain visas to all locations.
  • Must possess a valid driver’s license and be able to operate a motor vehicle.
  • Must be able to travel within the host country to remote locations.
  • Clearable: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance.

DESIRED QUALIFICATIONS:  

  • Instructor certification from FLETC or similar law enforcement academy/instructor program.
  • Bachelor’s degree (or equivalent) in International Relations, Global Studies, Security Studies, Criminal Justice, Latin American Studies, Political Science, or related fields. • Experience conducting in the Spanish language trainings, meetings, or other speaking engagements with law enforcement or military.
  • Experience working OCONUS, particularly in the Western Hemisphere (ex. Central America, South America, the Caribbean).
  • Experience in counterterrorism, counter-narcotics, or border/migration environments.
  • Familiarity with the conduct of operations working in and around an embassy or consulate.
  • Experience working independently and without direction.
