The Opportunity: 
CACI is seeking an analytical and detail-oriented Process Specialist for the United States Secret Service (USSS) contract, supporting the Department of Homeland Security. This role offers a unique opportunity to enhance national security by analyzing, documenting, and optimizing critical OCIO processes that enable effective technology delivery and mission support. 

As a Process Specialist, you will serve as a key contributor to OCIO's continuous improvement initiatives, conducting deep-dive process analyses, identifying operational bottlenecks, and developing actionable recommendations that streamline workflows and improve operational performance. You will lead process-mapping efforts, facilitate root-cause analyses, and create future-state designs that deliver measurable gains in efficiency, consistency, and mission effectiveness. Working collaboratively with OCIO leadership, division chiefs, and operational teams, you will help transform how OCIO delivers technology services through disciplined process improvement and structured change management. Responsibilities: 
-Analyze and document current-state and future-state processes across OCIO, focusing on intake workflows, governance practices, IT service management activities, and delivery execution; conduct comprehensive process assessments to identify bottlenecks, inefficiencies, and improvement opportunities
-Perform gap analysis comparing current capabilities against industry best practices and desired outcomes; evaluate workflows to determine where operational obstacles inhibit effective technology delivery and mission alignment
-Develop comprehensive Process Maps and Bottleneck Analysis deliverables using standard notation (BPMN, flowcharts, swimlane diagrams, value stream maps); create current-state and future-state process maps that accurately capture workflows, decision points, handoffs, roles, system interactions, and optimized designs
-Manage and facilitate process-mapping and root-cause analysis sessions with cross-functional teams using methodologies such as 5 Whys, Fishbone diagrams, Pareto analysis, and failure mode analysis; identify systemic issues, recurring patterns, and underlying causes of process breakdowns
-Develop evidence-based recommendations to streamline workflows and improve operational performance; prioritize improvement opportunities based on impact, feasibility, resource requirements, and strategic alignment; contribute to Continuous Improvement Roadmaps that sequence enhancements and define success criteria
-Support execution of process improvements through structured implementation plans, schedules, and tracking mechanisms; coordinate with OCIO leadership, division chiefs, technical teams, and stakeholders to ensure process changes are collaborative and data-driven
-Support development of standardized processes, templates, SOPs, job aids, and reference materials that promote consistency and repeatability across OCIO divisions; partner with change management teams to ensure process changes are communicated, understood, and adopted
-Establish mechanisms for monitoring process performance and measuring outcomes; support development of process metrics, KPIs, and dashboards that provide visibility into operational effectiveness; contribute to Monthly Progress Reports with process-specific metrics and improvement status 

Qualifications:
Please note: While this role is primarily remote, there is the possibility of regular onsite presence in Washington, D.C., dependent on customer needs. We encourage applications from candidates located within driving distance of the D.C. area.

Required –

Master's degree + 7 years of relevant experience in process improvement, business process management, operations analysis, industrial engineering, or related fields; equivalencies considered (16 years of experience with no degree, AA + 12 years' experience, BA/BS + 10 years' experience)

Ability to obtain a Public Trust clearance

Proven expertise in process analysis, mapping, and optimization in complex organizational environments

Strong proficiency with process mapping tools and methodologies (BPMN, Visio, Lucidchart, value stream mapping)

Demonstrated success identifying bottlenecks, conducting root-cause analysis, and implementing process improvements

Excellent analytical and problem-solving skills with ability to synthesize complex information and develop actionable recommendations

Experience facilitating workshops and working sessions with diverse stakeholder groups

Strong documentation and visualization skills with attention to detail

Outstanding communication and interpersonal skills

 

Desired – 

Lean Six Sigma Green Belt or Black Belt certification; Business Process Management certifications (CBPP, BPM Professional); ITIL certification; Project Management Professional (PMP)

Experience supporting federal government IT or operational process improvement initiatives, particularly within DHS or law enforcement agencies; understanding of federal IT governance, intake processes, and project delivery methodologies

Experience with IT service management platforms (ServiceNow, Remedy, Jira Service Management); knowledge of CMMI, ISO standards, or process maturity frameworks

Familiarity with workflow automation, RPA (Robotic Process Automation), or digital transformation initiatives; background in change management or organizational development

Experience with data analysis, metrics development, and collaboration tools (SharePoint, Confluence, MS Office Suite); strong facilitation skills and experience leading Kaizen events or process improvement workshops

Ability to develop training materials and standard operating procedures; ability to balance operational detail with strategic thinking

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
