Position Summary

Under the general direction of the Executive Director, the FBO Manager plans, organizes, and directs all activities of the Authority's fixed base operation. The position carries full operational accountability for line and customer service, general aviation and commercial into-plane fueling, fuel quality assurance, ramp and hangar management, staff supervision, safety and regulatory compliance, and the financial performance of the FBO. The FBO Manager exercises independent judgment in day-to-day operations and is the Authority's principal point of contact for general aviation customers and tenants, and for the airline station managers and fuel suppliers the Authority serves as an into-plane fueling agent.
Essential Duties and Responsibilities
The following is illustrative, not exhaustive. Other duties may be assigned.
Operations
  • Directs daily FBO operations including aircraft marshalling, towing, parking, chocking, lavatory and potable water service, GPU and air start, deicing, and hangar movements.
  • Establishes and enforces standard operating procedures for all line and customer service functions; updates SOPs as equipment, aircraft mix, and regulations change.
  • Ensures adequate staffing and equipment coverage for scheduled and unscheduled demand, including diversions, military movements, football and event traffic, and irregular operations.
  • Coordinates with airport operations, ARFF, air traffic control, TSA, CBP, and the [187th Fighter Wing / Air National Guard] on joint-use ramp, security, and movement-area issues.
  • Oversees maintenance, inspection, and replacement planning for ground support equipment, tugs, fuel trucks, and the FBO facility.
Fuel and Quality Control
  • Manages fuel receipt, storage, testing, and dispensing for Jet A and 100LL in accordance with ATA 103, NFPA 407, manufacturer guidance, and Authority procedure.
  • Maintains daily, weekly, monthly, and annual fuel quality control records and ensures corrective action is documented and closed.
  • Oversees fuel inventory reconciliation, loss investigation, purchasing, into-plane and posted pricing, contract fuel program administration, and fuel-related vendor relationships.
  • Ensures fuel farm environmental compliance, including SPCC plan implementation, secondary containment, spill response readiness, and required reporting.
Commercial Into-Plane Fueling
  • Directs commercial into-plane fueling for scheduled air carriers, including truck staging, uplift accuracy, and meeting published turn times without compromising fueling procedure.
  • Staffs and schedules the fueling operation to the airline schedule, including early-morning departures, late arrivals, irregular operations, and recovery from delays and diversions.
  • Administers into-plane service agreements with airlines and fuel suppliers; tracks performance against contractual service levels and resolves disputes.
  • Serves as the Authority's point of contact for airline station managers, ground handlers, and fuel supplier representatives.
  • Prepares for and hosts airline and fuel supplier quality assurance audits; maintains records in continuously audit-ready condition and closes findings on schedule.
  • Ensures accurate fuel ticketing, uplift reconciliation, and monthly billing to carriers and suppliers, working with Authority finance staff.
  • Maintains commercial fuel trucks, meters, filtration, and bonding equipment on a documented inspection and calibration schedule.
  • Ensures fueling personnel meet fire safety training requirements applicable to fueling agents under 14 CFR § 139.321, including supervisor-level training and recurrent training on the required cycle, and hazardous materials training under 49 CFR Part 172, Subpart H.
Customer Service and Business Development
  • Sets and enforces the service standard for transient crews, passengers, based tenants, and corporate flight departments.
  • Resolves customer complaints promptly and personally; tracks recurring issues and eliminates their causes.
  • Pursues fuel volume, hangar occupancy, and ancillary revenue growth through direct outreach to flight departments, charter operators, and regional businesses.
  • Administers hangar leases, tie-down agreements, and month-to-month parking; monitors occupancy and coordinates renewals and collections with Authority finance staff.
Safety and Compliance
  • Champions a documented safety program — NATA Safety 1st or equivalent — including new-hire training, recurrent training, and competency verification for every line employee.
  • Participates in the airport's Safety Management System; reports, investigates, and follows up on incidents, accidents, near-misses, and aircraft damage claims.
  • Ensures compliance with OSHA, EPA, FAA, TSA, and applicable Alabama requirements, and supports the Authority's obligations under 14 CFR Part 139.
  • Maintains required insurance certificates, training records, and inspection documentation in audit-ready condition.
Personnel
  • Recruits, hires, trains, schedules, evaluates, and disciplines FBO staff in accordance with Authority personnel policy.
  • Builds shift schedules that meet demand while controlling overtime.
  • Develops line leads and supervisors capable of running the operation in the Manager's absence.
Financial
  • Prepares and administers the annual FBO operating and capital budget; monitors performance against budget and explains variances.
  • Reviews and approves invoices, payroll, and purchases within delegated authority.
  • Produces regular reporting on fuel volume, margin, revenue by line of business, labor cost, and occupancy for the Executive Director and the Board.
  • Supports procurement activity, vendor contract administration, and grant-funded FBO projects as assigned.
Minimum Qualifications
  • Five (5) years of progressively responsible experience managing or supervising a fixed base operation, including direct supervision of line service personnel.
  • High school diploma or GED required.
  • Demonstrated experience with aircraft fueling operations, fuel quality control, and fuel farm management.
  • Direct experience with commercial into-plane fueling for scheduled air carriers, or comparable experience in a high-tempo fueling operation with contractual turn-time obligations.
  • Demonstrated experience with budget preparation and financial accountability for an operating unit.
  • Valid driver's license with an insurable driving record.
  • Ability to pass a TSA fingerprint-based Criminal History Records Check and Security Threat Assessment and to obtain and maintain airport identification media.
  • Ability to pass a pre-employment drug screen and to participate in the Authority's drug and alcohol testing program.
Preferred Qualifications
  • Bachelor's degree in aviation management, business administration, or a related field.
  • NATA Safety 1st Line Service Supervisor Training or equivalent certification.
  • AAAE accreditation (C.M. or A.A.E.) or progress toward it.
  • Experience at an FBO with Part 139 airport co-location, military or joint-use operations, or international/CBP handling.
  • Experience with airline fuel consortium operations, into-plane service agreements, or airline ground handling.
  • Experience passing airline or fuel supplier quality assurance audits as the responsible manager.
  • Commercial driver's license with tanker and hazardous materials endorsements.
  • Experience with FBO management systems (e.g., Total FBO, FBO One, MyFBO, Veriflite) and contract fuel platforms.
  • Pilot certificate or A&P certificate.
  • Experience opening, rebranding, or turning around an FBO operation.
Knowledge, Skills, and Abilities
  • Working knowledge of general aviation operations, aircraft types and ground handling requirements, and airport terminology and procedures.
  • Ability to make sound decisions quickly under operational pressure and to explain them afterward — particularly the judgment to hold a departure rather than shortcut a fueling procedure.
  • Ability to lead a young, shift-based workforce with consistency and credibility.
  • Strong written and verbal communication; able to brief a board, write a procedure, and defuse an angry customer with equal ease.
  • Proficiency with standard office software and aviation-specific systems.
  • Ability to maintain composure and professional demeanor in a public-facing, high-visibility role.
Physical Demands and Work Environment
The FBO Manager works in both an office and an active airfield environment. The position requires frequent movement across ramp and hangar areas, exposure to aircraft noise, jet blast, fuel vapors, and all weather conditions, including extreme heat and humidity typical of central Alabama summers. The position requires the ability to stand and walk for extended periods, climb stairs and ladders, and lift and carry up to 50 pounds. Conditions of Employment
  • Availability for on-call, after-hours, weekend, and holiday response, including coverage aligned to the commercial airline schedule and irregular operations.
  • Completion of hazardous materials and fire safety training required of fueling agent personnel within the applicable timeframe after hire.
  • Residence within reasonable response distance of the airport within 90 days of hire.
  • Successful completion of a six-month introductory period.
  • Compliance with the Authority's personnel policies, ethics requirements, and public-records obligations.
