Pay Range: $82,194.66-$112,388.59 Annual

Essential Job Functions

  • Manages the daily operational function of the Evidence Unit and other operational support programs.

  • Plans, manages, coordinates, and oversees the activities and operations within the evidence division; to include intake, secured storage, inventory, maintenance disposition and disposal of all digital and physical property and evidence.

  • Directs inventory/warehousing functions utilizing a computerized evidence management system (EMS); utilizing superior inventory storage techniques; monitoring and managing inventory levels; and coordinating the transfer, release, and disposal of evidence.

  • Acts as custodian of evidence and oversees the accurate entry of police data.

  • Manages sworn staff and volunteers assigned to assist with annual audits and property destructions.

  • Monitors intake and court disposition trends and forecasts and prepares workload analysis/proposals for budget to meet ongoing needs.

  • Performs quality control checks and annual audits of evidence in accordance with best practices. Prepares detailed audit and inventory reports and recommends corrective actions and counsels evidence staff as appropriate.

  • Coordinates the documentation and reporting of the disposal of property; auctions, money conversions; coordinates all destructions of high-risk items such as weapons, narcotics, and other contraband.

  • Engages, schedules, directs, and monitors Evidence Unit personnel and their daily performance.

  • Monitors computer programs and software systems to ensure the security of data and reports.

  • Gathers reports and relevant statistics for mandated crime reporting.

  • Assists in specialized projects or assignments and works as a liaison for the statewide and regional collaborations.

  • Pays invoices, tracks expenses, and oversees accounting of cash receipts for reports and bonds.

  • Conducts research related to vendor services and equipment needs.

  • Answers public and internal inquiries and serves as an informational resource for citizens and internal stakeholders.

  • Develops, manages, and presents unit training and all applicable training for sworn and professional staff.

  • Monitors the equitable distribution of unit workload.

  • Works closely with the Accreditation Analyst to meet all accreditation standards and assists with presentations and assessments for the Commission on Accreditation for law Enforcement Agencies (CALEA).

  • Develops and evaluates recommendations for changes in policies, procedures, and practices and makes recommended updates.

  • As the Evidence Management System SME, serves as liaison to internal/vendor IT to ensure system reliability, efficient and prompt issue troubleshooting, and maintenance.

  • Demonstrates high levels of ethics and integrity.

  • Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.


Other Job Functions

  • Learns and applies general procedures, policies, systems, and functions to support the daily operations of the assigned unit.

  • Follows moderately complex verbal and written instructions.

  • Shares on-call responsibilities for emergencies 24/7.

  • Performs a wide variety of tasks simultaneously with accuracy and under time-sensitive deadlines.

  • Represents the police department in the evaluation and implementation of new or evolving technologies.

  • Acts as the Evidence Unit coordinator on relevant complex projects ensuring deadlines and tasks are met.

  • Performs other duties as assigned.

  • Develops and/or participates in the development of staff work plans, measures and tracks progress towards goals, prepares and conducts timely and constructive performance appraisals.

  • Makes decisions or recommendations for hiring, promotions, transfers, disciplinary action, and other personnel actions as necessary.

  • Coaches, counsels and supports staff to maximize efficiency and effectiveness. Consistently educates and advises staff on organizational rules, regulations, policies and procedures. Supports creative thinking and problem solving and encourages participatory decision making when appropriate.

  • Provides training and job enrichment opportunities and encourages professional growth and development.


Knowledge Skills and Abilities

  • Possesses strong working knowledge of commonly used police systems, including payroll, records management, CCIC/NCIC, and State and Federal Criminal Information systems.

  • Solid working knowledge of applicable Colorado Revised Statutes and City ordinances.

  • Ability to utilize laws, resources, equipment, and other personnel in all areas of responsibility.

  • Maintains confidentiality regarding information consistent with federal, state and agency rules.

  • Works collaboratively with peers and supervisors in a positive, productive manner to help ensure cohesion, and acts as a role model.

  • Represents the police department as liaison with other city departments.

  • Ability to learn and apply statutes governing confidentiality of police records, and discretion in a professional manner.

  • Ability to perform a wide variety of duties at one time with accuracy and under the pressure of time sensitive deadlines.

  • Ability to exercise good judgment and make sound decisions on an independent basis, with minimal supervision.

  • Ability to analyze situations quickly and objectively, make quick, reasonable, and effective decisions, and determine the proper course of action to be taken.

  • Acts with the customer in mind, responds to requests promptly and provides effective services or solutions for customers.

  • Display considerable knowledge of the principles of supervision, organization, administration, and conflict resolution.

  • Coordinates the documentation and reporting of the disposal of property; auctions, money conversions; coordinates all destructions of high-risk items such as weapons, narcotics, and other contraband

  • Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.

  • Must be able to operate a motor vehicle.


Knowledge Skills Abilities Preferred

License & Certification

  • Must successfully complete all annual and as-needed in-service training and certification requirements.

  • A valid Colorado driver’s license and acceptable driving record is required.

  • An equivalent combination of education and experience may be considered.


Work Experience Related

  • Two (2) years of supervisory experience.

  • Three (3) years of progressively responsible office experience with two (2) or more years of frequent public contact.


Work Experience Preferred

  • Previous supervisory experience in a law enforcement setting.

  • Prior experience in a Police Evidence setting.


Other Qualifications

  • Position is subject to an extensive background check, which may include fingerprinting, a polygraph examination, verification of employment and education, a review of criminal and driving records, reference checks, and other relevant factors as required.

  • Must obtain and maintain a Criminal Justice Information Services (CJIS) Certification.

  • Must be able to obtain and maintain NCIC/CCIC login credentials.


Physical Demands

  • Strenuous to extreme physical effort that includes frequent use of heavy objects (e.g., 50+ pounds) and may also use heavy tools or require strenuous application in awkward positions. Individuals in strenuous positions must successfully complete a physical examination to ensure their fitness for duty.


Hazards

  • Occasional hazards that are predictable or well protected against (Hazardous waste, ladders, cleaning supplies, trips and falls).

  • Exposure to routine office noise and equipment.
