STREET SWEEPER OPERATOR

The City of Elk Grove Public Works Department is currently looking for skilled individuals to join the Operations & Maintenance Division! The City of Elk Grove Public Works Department is seeking a dedicated Street Sweeper Operator with hands-on experience operating street sweeping vehicles, a strong commitment to safety, and the ability to maintain high standards of cleanliness in public areas. DEFINITION
Under general supervision, safely operates motorized street sweeping equipment for the purpose of cleaning City streets, gutters, and related areas to ensure and maintain public safety, City aesthetics, and quality standards; creates and maintains City sweeping schedule; performs routine preventative maintenance and repair on motor sweeping equipment; assists in the repair, maintenance, and construction of public works systems, facilities, infrastructure, grounds, and equipment; performs related duties as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from Street Maintenance Supervisor. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This journey level classification is responsible for independently performing the full range of duties as assigned. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

  • Safely operates and maneuvers a motorized street sweeper along commercial and residential City streets according to established routes and schedules.
  • Removes debris, road hazards, and other objects from streets, as necessary, to ensure the safe and efficient operation of the street sweeper; observes and reports any maintenance needs to supervisor, including but not limited to damaged streets, gutters, sidewalks, and/or overgrown trees and bushes.
  • Performs pre-trip and post-trip inspections; inspects sweeper and auxiliary equipment for safety and mechanical defects; checks fuel, fluid levels, air pressure, lights, alarms, cameras, tires, and hydraulic systems.
  • Performs minor preventative maintenance and repairs on motorized street sweeper and auxiliary equipment such as greasing, repairing leaks, tightening bolts, hoses and belts, changing the sweeper curtains, and related maintenance duties; orders parts and coordinates major repairs with supervisor and/or repair shops, as necessary.
  • Cleans sweeper, unloads, and dumps street sweeper hopper contents daily in designated dumpsites; and clears dumpsite pit of material and debris dumped from sweeper on a monthly basis, or as needed.
  • Creates and maintains scheduled sweeping routes; cross-references scheduled sweeping routes with trash and recycling collection schedules to avoid service interference.
  • Maintains records and reports on all activities, including recording assigned routes, preparing reports of hazardous areas, reporting operating deficiencies of equipment, and recording street sweeper maintenance.
  • Operates a variety of equipment, hand, and power tools and performs general maintenance, repair, and construction duties on public works systems, facilities, infrastructure, grounds, and equipment as needed.
  • Responds to inquiries and complaints from the public or escalates to higher level staff as necessary.
  • Responds to emergency clean-ups including spills; performs special sweeps as necessary.
  • Performs other maintenance duties as assigned including performing assignments in repair and maintenance of City Street signs, road markings, and striping and delineators; paints street lines and crosswalks; operates a combination vacuum truck to clean drains as assigned.
  • Maintains public facilities which may include shop and garage areas, storage sites and other work areas in a clean and orderly condition, including securing equipment at the close of the workday.
  • Performs inventory control of maintenance equipment, parts, and materials; assists in purchasing of supplies needed to maintain adequate inventory.
  • Observes safe work methods and makes appropriate use of related safety equipment as required.
  • Installs street barricades and cones and controls traffic around work sites and special events to ensure safe conditions for the public and City workers.
  • Performs related duties as assigned.
Knowledge of:
  • Principles and practices of operation, maintenance, adjustments, and limitations of street sweeping equipment; including servicing, basic preventive maintenance, and basic repair of assigned equipment.
  • Principles, practices, tools, and materials for maintaining and repairing streets, roadways, traffic medians, storm water and drainage systems, and other City facilities and landscaped areas.
  • Traffic control procedures and traffic sign regulations.
  • Operation and minor maintenance of a variety of hand and power tools, vehicles, and light to heavy power equipment.
  • Principles and procedures of record keeping.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Occupational hazards and safety standards related to conducting maintenance and repair work, including driving rules and practices and the handling of hazardous chemicals.
  • City and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public, contractors, and City staff.
  • Diversity, equity, inclusion, and belonging concepts and principles, including their significance in organizational dynamics and the functioning of the City and their impact on fostering innovation and collaboration. 
  • The structure and content of the English language at a level necessary to successfully perform the duties assigned.
Ability to:
  • Operate a motorized street sweeper, light and medium-sized motorized equipment, and other specialized public works equipment and tools skillfully and safely, including preventative maintenance, cleaning, minor repairs, and adjustments to equipment.
  • Read and understand street maps; plan and route assigned area for efficient sweeping.
  • Troubleshoot maintenance issues and determine materials, supplies, and/or parts required for repair.
  • Maintain accurate logs and records of work performed. 
  • Perform construction, modification, maintenance, and repair of streets, traffic signs and markings, sidewalks, traffic medians, storm water and drainage systems, and other City facilities, infrastructures, and landscaped areas.
  • Set up and operate traffic area construction zones, including cones, barricades, and flagging.
    • Communicate clearly and concisely in the English language at a level necessary for successful job performance.
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural guidelines.
  • Engage with a diverse public and workforce, facilitating inclusive service delivery, and implementing equitable city policies. 
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. 
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
Education and Experience:

Completion of twelfth (12th) grade and two (2) years’ experience of full-time experience as a Maintenance Technician II with the City of Elk Grove OR one (1) year of full-time experience operating motorized street sweeping equipment.

Licenses and Certifications:
  • Possession of a valid California Class B driver's license at the time of application submission.

Retired Annuitants: This is a regular full-time position. Retired Annuitants are not eligible for appointment to this position under Government Code Sections 7522.56, 21224, 21227, and 21229. Retired CalPERS members may apply only if they are planning to voluntarily reinstate from retirement.

Must possess mobility to work in the field; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp and make repetitive hand movement in the performance of daily duties; to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various City sites; strength, stamina, and mobility to perform medium to heavy physical work, to work in confining spaces and around machines; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio.   Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard and to operate above-mentioned tools and equipment.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds, or heavier weights with the use of proper equipment and assistance from other staff. ENVIRONMENTAL CONDITIONS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with members of the public or with staff under emotionally stressful conditions while interpreting and enforcing departmental policies and procedures.
