Stormwater Maintenance Equipment Operator

Performs semi-skilled work in the repair,  maintenance and replacement of the city’s stormwater infrastructure, requiring experience in the operation of light and heavy duty construction equipment.  An employee in this class will operate various types of equipment and vehicles, as well as perform manual duties, to load and haul materials, supplies, soil, dirt, etc. in the performance of daily operations.  Employees in this class primarily operate open body or heavy dump trucks, but will also operate skid steers, backhoes, JetVacs, street sweepers, excavators, loaders, etc.  Basic work requirements include, but are not be limited to,  digging, regrading and maintaining ditches; maintaining, repairing and installing pipes, curb and gutter systems, manholes, and catch basins; and some basic masonry work.  When not operating a dump truck or backhoe, the employee works with a crew to maintain and repair stormwater infrastructure, ditches, culverts, etc.   Employee performs work in accordance with established safety rules and regulations. Employee may be required to work shifts or on weekends during severe weather, such as hurricanes, winter snow storms, high winds, etc.   Employee may also be expected to perform “on-call” duties as directed.The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Operates various types of heavy equipment, including backhoes, front-end loaders, dump trucks, flatbed trucks, skid steers, excavators, Jet-Vacs, street sweepers, tractors, etc. during the performance of daily responsibilities.  
• Ensures machinery and equipment are properly maintained; completes daily checks and preventative maintenance requirements, and schedules maintenance and repairs accordingly to ensure equipment remains in good working order.
• Uses various hand tools to perform daily tasks, including shovels, rakes, bush axes, hoes, etc.  
• Uses various pneumatic, gas or electric power tools, including compressors, jack-hammers, chain saws, tamps, drills, etc. to perform daily responsibilities.    
• Assists with all aspects of concrete work related to maintaining stormwater infrastructure; saw cutting and removing concrete; constructing and repairing manholes; laying forms, pouring and finishing new curb and gutter; and cleaning up the worksite.  
• Performs surface and subsurface stormwater infrastructure maintenance, repair and construction, including clearing, regrading and excavating ditches; clearing, repairing and installing pipe; repairing and installing catch basins; and sweeping streets.  
• Performs various landscaping duties to dress up jobsites, including weed eating, trimming shrubs and trees, seeding grass, etc., as well as applying herbicides and pesticides for weeds and fire ants.
• Ensures all safety procedures and protocols are in place and used effectively at all jobsites and work zones, including placement of safety signs, cones, flaggers, etc. 
• Manually clean catch basins, curb and gutter, and other drainage structures to remove collected debris from the stormwater conveyance system. 
• Responds to severe weather and/or natural disaster events, including winter storms, hurricanes, high winds, etc. to assist in recovery efforts; collects and hauls debris, loads dump trucks, spreads salt or sand, plows and scrapes snow and ice, etc.   
• Works various shifts to operate equipment in support of natural disasters or major weather events.  
• Performs “on-call” duties on a rotational basis as needed.
• Prepares daily logs and other reports to track performance and completed tasks; uses computer and related software to input data.
• Assists other departments and agencies as needed
• Performs other related duties as assigned.

• Knowledge of tools, materials and methods used to maintain and repair stormwater conveyance systems.
• Knowledge of the operational and preventative maintenance requirements for light and heavy construction equipment and vehicles assigned to perform primary duties.  
• Knowledge of the occupational hazards and proper safety precautions involved in the operation of assigned equipment and performance of daily responsibilities.   
• Knowledge of the traffic laws and regulations governing equipment operation. 
• Knowledge of street locations and the geographic layout of the City.
• Skill in the fundamental use of computers and basic administrative software applications. 
• Skill operating and maintaining light and heavy equipment, and using basic hand tools.  
• Ability to understand and follow specific instructions, both oral and written.
• Ability to perform strenuous manual labor.
• Ability to establish and maintain effective working relationships with other co-workers, supervisors and the general public. 
• Ability to respond courteously to citizens.

                                  MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

• High School Graduation or GED equivalent.
• Two (2) years of operating construction type equipment or related experience 
• Or an equivalent combination of education, training and experience.

SPECIAL CERTIFICATIONS AND LICENSES:

• Knowledge of or experience in stormwater infrastructure maintenance, repair and construction preferred.
• Must possess and maintain a valid state class “B” commercial driver’s license with an acceptable driving history or ability to obtain within six (6) months of hire date.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

• Performs heavy work that involves constantly lifting, shoveling, and carrying up to 50 pounds on a regular and recurring basis and exerting 100 pounds of force on an occasional basis.
• May require specific physical characteristic and abilities such as heightened strength, mobility, dexterity and full range of motion. 
• Additional physical abilities are also required: crouching, kneeling, manual dexterity, hearing, mental acuity, reaching, repetitive motion, speaking, talking, visual acuity and walking. 

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Bright/dim light; Dusts and pollen.
  • Extreme heat and/or cold; Wet or humid conditions.
  • Extreme noise levels, Animals/wildlife.
  • Vibration; Fumes and/or noxious odors.
  • Heavy Traffic; Moving machinery/mechanical parts.
  • Chemicals, oils
  • Close quarters, man holes, and/or trenches

Work is also subject to the final OSHA standards on blood borne pathogens. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental risks which require a range of safety and other precautions. Employees will be required to wear appropriate Personal Protective Equipment (PPE) such as masks, coats, boots, goggles, gloves, or shield.
