Education Req: Bachelor’s degree in emergency management, public administration, public health, nursing, healthcare administration, or a related field is required. A master’s degree in a relevant field is preferred and may substitute for years of experience. Clinical education, licensure, or certification as a Registered Nurse, Paramedic, Advanced EMT, EMT, or other healthcare professional is strongly preferred. In lieu of a degree, five (5) years of progressively responsible experience in emergency management, workforce development, healthcare operations, clinical operations, or a related field may be accepted.

Experience Req: Minimum of five (5) years of professional experience in emergency management, public health, healthcare operations, clinical operations, nursing, EMS, medical staffing, or a medical response role, with at least three (3) years in a supervisory, lead, coordination, or program management role.

Experience coordinating personnel, staffing, compliance, training, credentialing, deployment support, or operational workflows is strongly preferred. Registered Nurse experience is preferred. Candidates with strong EMS, paramedic, EMT, clinical operations, emergency management, or medical response experience may also be considered.

Summary: The Medical Cadre Manager is responsible for supporting the readiness, coordination, and functional oversight of National EMR’s Medical Support Team Cadre. This role supports a mission-ready, compliant, and highly responsive medical cadre across all phases of the medical reservist lifecycle, including recruitment support, credential tracking, compliance, readiness, and response. This position serves as the primary steady-state point of contact for assigned Medical Support Team Reservists and ensures the medical cadre remains mission-ready, compliant, and prepared to support steady-state and surge response operations. Provides steady-state functional oversight and primary coordination for Medical Support Team Reservists including roster management, training and deployment coordination. 
This position supports the Reservist Coordination Unit while maintaining focus on Medical Support Team readiness and performance. The Medical Cadre Manager reviews Medical Support Team Reservist qualifications, licensure, availability, readiness status, deployment history, and operational experience to support staffing recommendations and cadre readiness decisions. This position provides recommendations and coordination support in alignment with Reservist Program procedures and leadership direction.

Responsibilities and Duties:
1.    Understand and adhere to the National EMR Policies and Procedures Manual, Uniform Handbook, and Operations Manual.
2.    Foster a culture that encourages team members to work safely, identify potential hazards, and report safety concerns immediately to their direct chain of command.
3.    Support the Reservist Coordination Unit in the execution of reservist program operations, with primary responsibility for Medical Support Team Cadre readiness, compliance, and coordination.
4.    Serve as the primary steady-state point of contact for assigned Medical Support Team Reservists, providing timely communication, guidance, and support related to readiness, compliance, training, and deployment preparation.
5.    Develop and streamline processes for identifying, qualifying, and assigning medical personnel to deployment and activation requests, ensuring appropriate personnel are recommended based on mission requirements, qualifications, licensure, availability, and operational need.
6.    Support the development and maintenance of medical cadre rosters for steady-state operations, surge response, shelter operations, task forces, incident management support, and other deployment needs.
7.    Perform other duties as assigned in support of the Reservist Coordination Unit, and National EMR deployment operations. Duties may include supporting non-medical cadre operations, special projects, emergency activations, staffing coordination, reporting, process improvement, and other operational needs as directed.
8.    Generate staffing and compliance reports using division specific systems (e.g., Salesforce, Cornerstone) to meet contract and leadership requirements.
9.    Lead ongoing and annual recruitment support efforts to identify and recruit qualified talent for the Medical Support Team Cadre.
10.    Respond to Medical Support Team related HelpDesk and hotline inquiries, providing timely assistance and resolution of personnel-related issues. 
11.    Deliver year-round training, webinars and just in-time support to ensure Medical Support Team Reservists are fully prepared for both steady-state and surge deployments. 
12.    Maintain accurate performance and personnel records in Salesforce, including qualifications, deployments, certifications, licensure, and training history. 
13.    Serve as SME on staffing qualifications and regularly assess position requirements based on operational needs and lessons learned. 
14.    Participate as a core member of the Incident Management Team (IMT); complete required training and serve during activations. 


Requirements:
1.    Adhere to acceptable standards of professional integrity and accountability in the workplace, and comply with all federal, state, and local laws, rules, and regulations in all duties. 
2.    Provide proof of valid driver’s license and driving record in good standing with no restrictions (subject to review annually).

f.    Maintain intermediate to advanced computer literacy (specifically Microsoft Suite).
g.    Be detail oriented and organized.
h.    Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
i.    Utilize a variety of communication systems to provide situational awareness across the response (cellular, two-way radio, satellite, etc.).
j.    Perform physical activity such as extensive walking, stretching, bending, and occasionally lifting and/or exceeding 50 lbs.
k.    Work extended hours and/or non-traditional hours (Ex. Weekends, evenings, holidays, in austere conditions).
l.    Must be available for on-call duty and may be required to work flexible hours, including nights, weekends, and holidays, to support emergency response and deployment operations.
4.    Must successfully pass a scheduled or spontaneous drug screening/background check.
