Description
- Manage, participate and oversee the development and maintenance of departmental Geographical Information System (GIS) data for the city's roadway, storm water, drainage, traffic management, and facility assets; ensure operational and maintenance assets are up-to-date.
- Serve as departmental technical expert for the Geographic Information System, providing technical support to the department's end users; analyzing and identifying needs, priorities and areas requiring action; and collaborating with end users to identify reporting and query needs in an effort to streamline and improve operations.
- Work closely with the Asset Management Program Manager to support the department's Asset Management Program and work with Public Works personnel as a departmental subject matter expert on Cityworks Work Management System and GIS support.
- Work with and provide guidance to the GIS Technician. In collaboration with the IT GIS Team, perform quality control and assurance on data entered into the enterprise GIS.
- Perform highly technical spatial analysis of GIS data for Public Works personnel; create, maintain and publish Public Works GIS (maps, databases, and scanned images).
- Manage the digital conversion and production of complex maps, develop computer applications and scripts to streamline business operations and write database queries for Public Works personnel.
- Perform research, in collaboration with the IT GIS team to implement new GIS technology, software, and practices including maintaining the skills, knowledge and abilities necessary to advance the GIS program.
- Fulfill internal and external requests for public works-related GIS information.
- Perform other duties as assigned.
Required:
Bachelor's degree in Geography, Geographic Information Systems, or Spatial Science from an accredited college or university; and two (2) years GIS experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. Knowledge of fundamental GIS/GPS principles and practices. Experience with adding attachments to features via the attribute and/or table window. Experience with MS Windows, Windows-based applications, ESRI ArcGIS and ArcGIS Online, Trimble GPS, XML/Notepad++, SQL database language, and Visual Basic, Python, and/or JavaScript programming languages. Excellent written and oral communication skills. Excellent customer service skills. Valid Class C Texas driver's license and a safe driving record.
Preferred:
Master's degree in Geography, Geographic Information Systems, or Spatial Science from an accredited college or university. Five (5) years of work experience with GIS in a local, state, or federal entity. Experience with GIS-centric Asset Management Software, Azteca Cityworks or other asset management systems. Working knowledge of Microsoft Office programs. Working knowledge of ESRI ArcGIS Geographical Information Systems. Ability to read construction drawings and specifications.
