Job Summary
Under general direction and in compliance with standard operating procedures and policies, assists with administering the City's Development Code and related ordinances. Conducts reviews to ensure compliance with land development regulations. Administers City Address Policy and assigns appropriate addresses. Provides technical assistance to City Staff and the public regarding Land Development regulations. Provides staff support for Planning Commission, Design Review Board, Historic Review Board, Board of Zoning Appeals, Staff Technical Advisory Team, and other boards or committees. Researches and prepares amendments to the Land Development regulations. Administers land development regulations. Investigates violations of the Greenville Development Code. Attends board, commission and community meetings that extend beyond the normal work schedule.

  • Conduct Reviews to Ensure Compliance With Development Regulations: Meet with City staff and permit applicants to discuss development regulations pertinent to permit applications. Review civil and architectural plans and specifications. Review and approve sign permits and subdivision applications. Review applications for commercial and residential construction and alterations, tree mitigation, and other development activities. Review applications for Certificates of Occupancy and Zoning Verification requests. Provide comments to other staff and applicants on conformance/compliance issues. Correspond with applicants as appropriate. Work with applicants to revise projects according to City regulations and design principles. Maintain record of decisions in City tracking system software.

  • Support Planning Functions: Complete assigned tasks related to Planning Department functions, which may include additional Zoning Permit Reviews and/or review and processing of subdivision applications, data entry and editing in City software databases, assigning of addresses and administration of the City’s addressing program, preparation of monthly addressing reports, zoning enforcement, or other department functions. Coordinate application intake, system entry, invoicing, and review processes. Proactively communicate with applicants and coordinate with Planning staff, other City departments, and external entities to complete planning functions. Evaluate development applications in relation to City policies and standards. Meet with City staff and permit applicants to discuss development regulations pertinent to permit applications. Review civil, architectural, and landscape plans and specifications. Provide feedback to other staff and applicants on conformance/compliance issues. Correspond with applicants as appropriate.

  • Provide Technical Assistance to City Staff and Public Regarding Land Development Regulations: Inspect properties with the building division to translate development requirements before converting uses/occupancies. Confer with City Staff, designers, applicants, developers and Public about development requirements and procedures via face-to-face meetings, virtual meetings, phone calls, and on-site visits. Prepare correspondence to parties conveying requirements and procedures. Provide a high degree of customer service throughout all phases of the development review and approval process.

  • Provide Staff Support for Planning Boards & Commissions: Review development proposals with prospective applicants. Inspect sites to view proposal context. Work with developers to improve proposed developments in keeping with City plans and design guidelines. Evaluate development applications in relation to City policies and comprehensive plan principles and use creativity to work with applicants to modify proposed developments according to best practice urban design principles. Conduct joint City Staff application reviews. Prepare legal notice ads for publication. Provide planning analyses of development proposals and prepare staff reports. Present oral staff reports to boards and public. Prepare correspondence to applicants advising of decisions. Process subdivision plats for recording at register of deeds office. Work to improve efficiency of development process.

  • Research and Prepare Amendments to the Land Development Regulations: Identify development issues inappropriately addressed by current land development regulations. Consult with Zoning Administrator (Director) and Division Manager (Principal Development Planner) to develop a course of action. Review literature for best practices. Confer with other staff agencies where appropriate regarding issue. Develop proposed ordinance language for staff consideration. Prepare agenda item for Planning Commission consideration.

  • Investigate Violations of the Land Management Ordinance: Identify violations via complaint or recognition in field. Inspect properties to confirm violation. Confer with property managers/owners. Issue violation notices where voluntary compliance does not occur. Re-inspect properties to verify compliance. Collaborate with Zoning Code Enforcement Officer to issue municipal court summons where noncompliance occurs. Testify in court. Confirm compliance with court’s order. Work with property owners to determine easiest means of compliance.

Job Requirements
  • Bachelor’s degree in planning, design, public administration, or a related field.
  • Over two (2) years of experience in planning, design, development review, public administration, and/or a related field.
  • Must meet professional development requirements for Local Planning or Zoning Officials per SC Code 6-29-1310.
Preferred Qualifications
  • Master’s degree in a related field.
Driver's License Requirements
  • Valid South Carolina Class D Driver's License.
Performance Requirements
Knowledge of:
  • Comprehensive knowledge of ordinances, codes and regulations pertaining to City's Development Code.
  • Philosophies, practices, principles, and techniques of city planning process as they pertain to accepted comprehensive planning methodology.
  • Modern principles and practices, technical legal issues and research methods of city planning, zoning, urban economics, transportation planning, demographics, and environmental management.
  • General concepts of architecture, landscaping, grading, drainage, and traffic and transportation engineering as they relate to the process of urban planning.
  • Methods of collecting and analyzing planning data and preparing planning reports and studies.
Ability to:
  • Interpret and administer within delegated authority, applicable legislation, rules, and regulations.
  • Prepare new rules and regulations and initiating research and physical planning techniques in local and regional planning.
  • Address civic organizations and committees and present ideas and findings clearly and concisely.
  • Apply and interpret adopted land management ordinances and related standards.
  • Communicate at a superior level verbally and in writing, including capacity to communicate complex ideas compellingly to a variety of audiences.
  • Effectively manage interactions that are generally contentious and involve confidential discussions or situations where conflicting interests are apparent.
  • Use of effective judgment and discretion in discussing and resolving issues.
  • Work cooperatively with City management, elected officials, applicants, attorneys, development professionals, Planning boards and commission, neighborhood groups and the public.
  • Effectively handle stressful, negative interactions requiring high levels of tact.
  • Use elements of persuasion may be necessary to gain cooperation and acceptance of ideas.
  • Plan and coordinate logistics for public meetings.
  • Maintain accurate and organized records.
  • Prioritize workload and manage time efficiently, meet deadlines and complete assignments in a timely manner.
  • Frequently apply a high degree of independent, logical, evaluative, and/or professional thinking to originate and develop procedures, techniques or ideas within the parameters of a broad conceptual outline.
  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.
  • Write reports, prepare business letters, summarize meeting minutes, and compose emails in a clear and professional manner.
  • Read, analyze, and interpret general business periodicals, professional journals, technical journals and procedures, financial reports, legal document, and governmental regulations as well as literature, books, reviews, reports, and abstracts.
  • Drive a City vehicle. 
  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
  • Utilize specialized software and systems to include Photoshop, SketchUp, InDesign, and permit review and tracking system.

Physical Demands:  
Constantly requires hearing, vision, talking, fine dexterity, and sitting. Frequently requires reaching and twisting. Occasionally requires handling/grasping, pushing/pulling, bending, standing, and walking. Light strength demands include exerting up to 10-20 pounds occasionally.
Mental Demands:  
Constantly requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, and working closely with others as part of a team. Frequently requires tedious or exacting work and working irregular schedule/overtime. Occasionally requires performing work in a noisy/distracting environment.
