Description
Lead the operations that keep our city running! We’re looking for a proactive Facilities and Internal Services Superintendent to oversee the maintenance and improvement of city buildings and fleet, ensuring safe, efficient, and high-quality services for our community. This role plans, administers, and oversees the Facilities and Internal Service for the operations and maintenance of the city’s buildings and fleet. Work involves managing operations, construction, service, and repair activities for the city’s fleet and facilities, controlling inventory, administering contracts, and supervising associated personnel.

- Manages, provides guidance to, and reviews the work of individual contributors and people managers to accomplish operational plans and results.
- Plans and oversees the workflow and time utilization of staff in the assigned functional areas; assigns and communicates daily activities and deadlines to staff.
- Develops and implements effective work programs, techniques, procedures, and implements safety and training programs; assists supervisors in resolving technical problems.
- Plans and directs the maintenance and repair of public buildings, coordinating projects with municipal customers.
- Monitors construction and maintenance projects to ensure timely and cost-efficient completion; maintains standards for materials and construction; regularly inspects work-in-progress and provides technical direction as needed; troubleshoots and develops solutions for complex technical problems.
- Manages citywide facilities maintenance functions including supervision of facilities staff and maintenance contracts, ensuring all practices and regulations are followed.
- Assists in construction project management; coordinates fiscal and human resources and plans equipment, supply, and material purchasing; reviews accounts payable and receivable reports and records, appropriately identifying errors, discrepancies, and issues; prepares reports and maintains required records and general files.
- Participates in the planning and coordination of the facilities' Capital Improvement Plan (CIP).
- Manages the city’s fleet and implements the Fleet Management Policy; assesses the condition of the fleet and manages vehicle and equipment purchasing, surplus, and replacement processes.
- Manages Department of Transportation (DOT) commercial driver license (CDL) / commercial motor vehicle (CMV) program.
- Manages maintenance contracts for a variety of related services; inspects the work of contractors to ensure adherence to specifications and standards.
- Controls inventory for assigned functional areas.
- Serves as the safety program manager for the Maintenance and Operations Center.
- Serves as a liaison with other city departments on projects; coordinates plan review and provides input for facilities, and fleet.
- Provides information and responds to questions and complaints regarding city projects; contacts internal customers, residents, and businesses to inform them of work to be performed.
- Establishes and maintains effective working relationships with those interacted with during work regardless of race, color, religious creed, national origin, ancestry, sex, sexual orientation, gender identity, age, genetic information, disability, political affiliation, military service, or diverse cultural and linguistic backgrounds.
- May be required to attend meetings and/or respond to emergency calls or arrive onsite in response to weather events and emergency situations, including on evenings and/or weekends, based on organizational responsibilities or requirements.
- Reviews and evaluates work methods and procedures and meets with management staff to identify and resolve problems.
- Assesses and monitors workload; identifies opportunities for improvement and implements changes.
- Selects, trains, motivates, and evaluates employees; provides or coordinates staff training; works with employees to correct deficiencies; makes recommendations regarding discipline and termination.
High school diploma or GED required; supplemented by six (6) years of progressively responsible experience in facility, utility, or general construction, including three (3) in a supervisory role;or an equivalent combination of education, certification, training, and/or experience. Employees must be residents of Washington State.
CERTIFICATIONS AND LICENSES
Must possess or obtain within three (3) months of hire, First Aid/CPR certification.
- Must possess and maintain a valid Washington State Driver License and the ability to drive a city owned vehicle per established policies, procedures, and safety guidelines.
Vocational certificate or associate degree in construction or facility management and four (4) years of experience supervising facilities, public works, fleet or parks maintenance personnel.
KNOWLEDGE OF
- Materials, equipment, and methods standard to construction, maintenance, and repair activities including fleet management, and facility system maintenance and repair.
- Occupational and safety hazards and safety standards and regulatory guidelines applicable to the work.
- Local and city ordinances and code, state and federal laws and regulatory codes, and professional standards applicable to the design and construction of municipal projects.
- Organization and maintenance of records and files related to programs and projects, equipment and material purchasing, and accounting processes.
- Skill in maintaining a customer service orientation and positive image of the city to the public, courteous and professional approach to exchanging information, and adhere to strict confidentiality requirements.
- Ability to develop recommendations for project implementation, and/or modification based upon established department plans and results of personal observations and needs analyses.
- Ability to read charts, diagrams, zoning maps, and blueprints.
- Ability to use Microsoft Office Suite and applicable department / organization specific software and ability to learn and become skilled in the use of other specialized software and online meeting platforms as may be required.
- Ability to clearly communicate and understand information in English, both orally and in writing, and use professional composition, spelling, grammar, and punctuation.
- Ability to maintain a responsive and flexible handling of work assignments and prioritize work to complete assignments accurately and timely.
- Regularly attend work and arrive punctually for designated work schedule.
