Job Description:
This role is an executive member of the Bank’s second line of defense Operational Risk Management function, which specializes in fraud, insider and conduct risk management as Head of Governance, Policy/Framework, Reporting and Risk Insights, and Emerging Risks. This role is Enterprise-wide, and works closely with Oversight teams in Canada and the U.S. to maintain Fraud, Insider and Conduct risk policies and frameworks, governance committees, and board reporting. Their team is also responsible for emerging fraud, insider and conduct risks, as well as QA and Enablement for the broader fraud, insider and conduct risk team.
Job Description
Depth & Scope:
- Provides management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
- Owns, manages and evolves the Fraud, Insider and Conduct Risk Frameworks, Policies & Standards to set a consistent and appropriate suite of controls for managing such risks within risk appetite and in line with regulatory expectations, and in consideration of the customer experience and customer friction.
- Responsible for risk profiles, board reporting, RAS measures
- Owns and drives Fraud, Insider and Conduct risk governance committees in conjunction with the Heads of Fraud, Insider and Conduct Risk Oversight
- Reviews policy conformance, and assesses risk acceptances against the policies
- Oversee the design and execution of ORM programs across the team, through maintenance of job aids and tools/templates, and review of the quality of the artifacts being maintained across the team
- Centralized the initial review of emerging risks, through consideration of the changing fraud, insider and conduct risk and threat environment and evolving schemes. This may be done through as the initial point of contact for CRA's / NBPA's, or other emerging threat/risk work
- Responsible for regulatory compliance management, and compliance monitoring and testing for our team
- Responsible for maintenance of our own team's controls, RCSA, interaction models and RACI's
- Builds and maintains effective relationships with business partners and control function partners, establishing credibility by understanding the business/control, their needs, strategic priorities and challenges
- Partners with key stakeholders to drive fraud, insider and conduct risk management strategy in alignment with organizational and business objectives and risk appetite
- Supports internal and external audits and regulatory examinations
- Reports and escalates risk issues, events and breaches to executive management and risk committees
- Partners with senior management and oversight leads on the reporting and presentation of fraud, insider and conduct risk, trends and key developments to the board, regulators and other key stakeholders
- Fosters a culture of fraud risk management awareness and accountability for fraud, insider and conduct risk management, including identification, prevention, detection and response/reporting of such risks
- Promotes and fosters a strong culture of integrity, ethics and regulatory compliance and provides independent oversight of the management of such risks
- Maintains positive, honest, transparent and constructive relationships with regulators
Education & Experience:
- 4-year degree or equivalent experience; post graduate degree preferred
- 15+ years related experience required with deep subject matter expertise in Insider, Fraud and Conduct Risk Management and Banking
- Experienced professional with technical knowledge of fraud, insider and conduct risk threats, risks and controls, and experience in the Banking industry (across the customer lifecycle from account opening, financial and non-financial transactions, fraud controls and case managers, and suspicious activity reporting)
- Ability to attract, inspire, coach, train and lead; bring out the best in team members
- Strong knowledge of banking regulations and industry standards (e.g., OSFI, OCC, FRB, FDIC)
- Excellent leadership, project management and stakeholder communication skills
- Strategic mindset with the ability to execute tactically
- High integrity, sound judgement, discretion and a strong sense of accountability; ability to handle confidential matters with professionalism
- Strong attention to detail with the ability to recognize and react to discrepancies
