These positions are located in WFP Area Offices. Job holders work under the direct supervision of the VAME Focal Point or Programme Associate/Officer. At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

Job Description:

Field Monitoring, Verification & Quality Assurance

  • Coordinate and conduct monitoring of WFP activities, including General Food Assistance, School Feeding, Nutrition, and Livelihoods/Asset Creation, etc.
  • Verify movement and distribution of food and non-food items; resolve routine issues and escalate as required.
  • Ensure compliance with WFP monitoring standards, checklists, and accountability frameworks.
  • Document monitoring findings, risks, good practices, and follow-up actions in Back-to-Office, designed checklists, and mission reports.

Data Collection, Analysis & Reporting

  • Collect, validate, and summarize monitoring data using corporate tools (e.g., MODA).
  • Collaborate with Cooperating Partners (CPs) and Third-Party Monitors (TPMs) to gather programme data and validate findings.
  • Prepare high-quality monitoring reports, dashboards, and analytical summaries.
  • Contribute to assessments (market, food security, rapid needs, post-distribution monitoring, etc.)

Coordination & Communication

  • Liaise regularly with CPs, internal units, and community stakeholders to gather feedback and identify programme bottlenecks.
  • Organize regular meetings with community leaders and CPs on distribution plans, commodity pipeline, food entitlements, and related issues to support smooth field implementation.
  • Liaise internal units to share monitoring findings and ensure follow-up of corrective actions, including coordination with Cooperating Partners, community leaders, and authorities.
  • Provide technical guidance to partners on monitoring methodology and reporting.
  • Participate in missions with donors, partners, and internal teams as required.
  • Build and maintain collaborative relationships with local authorities, TPMs, UN agencies, and partners.
  • Ensure effective two-way communication between WFP and partners (e.g. CPs, TPMs) regarding monitoring findings and corrective actions.

Verification and Follow-up

  • Support timely verification, follow-up, and tracking of feedback and complaints received.
  • Coordinate with Activity Managers, CPs, TPMs, and communities to obtain timely responses and ensure closure of CFM cases.
  • Liaise with Activity Managers to ensure timely closure of cases in line with SOPs.
  • Identify trends and escalate issues requiring attention.

Other Duties

  • Provide training and capacity support to TPM monitoring staff on WFP monitoring tools, practices, and reporting requirements.
  • Deliver standard trainings to CPs and relevant stakeholders on monitoring tools, processes, and WFP operational requirements.
  • Recommend improvements to monitoring processes, tools, and workflows for enhanced efficiency.
  • Support VAME focal point to perform other assigned priorities (e.g. TPM coordination, monitoring planning, leading assessment and data collection, etc.)
  • Perform any other monitoring tasks as assigned.

Education, Experience, knowledge and skills:

  • Completion of secondary school. Having bachelor’s degree in economics, Statistics, Business Administration, Development/Humanitarian studies or relevant area would be an added advantage.
  • Minimum 5 years of work experience in Programme, Monitoring and Evaluation, data management, and Field monitoring and any other relevant fields. Previous experience working on Monitoring and Evaluation or field monitors is a plus.
  • Proven ability to build and maintain effective relationships with team members, colleagues, and external partners and supporters.
  • Experience coordinating with partners and supervising support staff is an asset.
  • Ability to work independently under minimum supervision and manage multiple priorities.
  • Solid understanding of M&E principles, including data relevance, accuracy, coherence, and reliability.
  • Solid analytical skills to interpret monitoring data and take any required corrective actions.
  • High proficiency in Excel and the full Microsoft Office suite, with strong ability to produce accurate reports, tables, and data visualizations.
  • Ability to prepare good, precise and complete monitoring reports
  • Ability to speak fluently in Afghanistan’s formal languages
  • Fluency in both oral and written English.
  • Readiness to take on additional responsibilities and make decisions when required.
