This is a non-exempt position.ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.ALL
Ensures that all businesses in the City have complied with city tax code requirements for taxation or ensures that property assessments balance with the levy that is to be collected by the City
BUSINESS LICENSE
Researches and interprets state and city codes
Audits business license files, financial records, and reports
Handles escalated inquiries regarding business license classification review
Assists with preparation of daily and monthly reports
Inputs renewals, new business licenses, change of ownership, subdivisions and addresses
Audit State Sales Tax Records to verify gross receipts
Audit Federal Schedule C information to verify gross receipts and business liability
Research State Manufacturing case law as related to local Business License Tax
Administer non-renewal and summons to appear process annually
Review tenant listings
BUSINESS PERSONAL PROPERTY TAX
Prepare annual Filing form information
Audit tolerance programs
Establish assessed value of furniture & fixtures and/or machinery & tools
Apply tax law classification to establish basis for taxation
Make in-house recommendations related to business type classification review
Compile and monitor annual trends through spreadsheet format
Administer annual filing extension program
Conduct customer contacts related to non-filing, adjustments, apportionments, abatements, exonerations, refunds
PERSONAL PROPERTY TAX
Assesses personal property
Audit DMV, VDGIF and other various state personal property records for tax statis/liability
Establish assessed value and calculate tax liability on all personal property including but not limited to Autos, Trucks, RVs, motorcycles, boats, trailers
Assess annual license tax on vehicles as prescribed by City and State Codes
Prorate, exonerate, abate, refund tax
Audit daily production files
Create financial reports
Compile and track statistical data related to trending, budgeting and forecasting
REAL ESTATE TAX
Verifies ownership information from deeds recorded in the Clerk of Circuit Court
Updates real estate tax cards with appropriate information
Inputs real estate transfers to update information for offices of Commissioner of Revenue, Treasurer, Real Estate Valuation and for the City's GIS system
Prepares and bills all Public Service Corporation taxes for real estate and personal property
Input change of ownership, subdivisions and addresses
Reviews and approves all real estate tax freeze applications
Issues all supplemental billing of Real Estate
Prepares appropriate charge letters for Treasurer's office and the Finance Department
Issues exonerations and exoneration refunds for all real estate
Prorates real estate taxes and tax bills
Reviews subdivision maps and reports necessary changes to the Building Services division
Completes subdivision breakdown maps after approved and recorded to create, delete or combine land parcels
Assigns tax map numbers to all new parcels of real estate in the City
Works building permit lists provided by the Real Estate Valuation office to bill new or improved properties and credit taxpayers for demolished buildings
Assists taxpayers with completing forms and answers questions as needed
Assists with departmental projects as assigned
STATE TAX
Prepare State Income Tax returns for customers
Process accelerated refund requests.
Prepared memorandums of assessment
Screen, code, process income tax returns
File and prepare State estimated income tax declarations
Create Tax Due billing records
Assist customers with R-1 State Sales tax registrations
Review Federal Schedule C informationSUPERVISORY RESPONSIBILITIES
May supervise and train assigned staff as needed. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.

EDUCATION and/or EXPERIENCE
Bachelor's degree from four-year college or university in business, accounting, finance or other related field/or training in tax auditing, compliance, appraisal and effective customer service; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read, analyze, and interpret journals, periodicals and legal documents. Ability to respond effectively to inquiries or complaints orally and in writing. Ability to speak effectively before groups of customers or employees of organization.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret a variety of instructions and deal with several abstract and concrete variables.
