SUMMARY
GBRA is seeking a professional engineer experienced in water and wastewater treatment design, construction management, and retail wastewater system planning. The Senior Project Engineer manages complex water and wastewater infrastructure projects, which may include stand-alone projects of significant construction value and/or multiple projects concurrently. This position may lead project teams and assign tasks to achieve optimum results.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Manage engineering projects through effective scoping, scheduling, coordination, and monitoring.
- Plan, develop, and manage water and wastewater infrastructure projects of varying size and complexity.
- Develop creative concepts to design and detail new structures as well as retrofit existing ones.
- Develop detailed conceptual designs in collaboration with GBRA Operations for new facilities, expansions, and upgrades.
- Lead project teams to ensure successful and timely project completion.
- Apply engineering principles to provide technical guidance and recommendations to solve complex problems; serve as an in-house technical expert.
- Build and maintain effective relationships with internal stakeholders and external agencies and stakeholders; lead coordination efforts for key projects.
- Assemble internal and external project or program teams, guidelines, and procedures.
- Identify and pursue state and federal funding opportunities; prepare applications and manage the funding processes.
- Develop advanced technical work products that contribute to the efficiency of the organization, including analysis, documentation of processes and procedures, creation of templates, process improvement, and documentation and preparation of best practices.
- Manage construction activities through progress meetings, site visits, quality monitoring, and budget tracking.
- Review submittals, RFIs, design changes, RFPs, and test reports; ensure compliance with contract documents, specifications, and GBRA standards; support negotiations, change order and amendment development; review contractor schedules.
- Independently prepare and/or review hydraulic modeling and analysis of existing and future GBRA infrastructure, including wastewater gravity mains, lift stations, and force mains. Perform flow monitoring in coordination with GBRA Operations to calibrate hydraulic models.
- Identify and prioritize wastewater system improvements to accommodate projected growth within GBRA wastewater service areas and provide conceptual level cost estimates for recommended projects.
- Review consultant invoices and contractor pay applications for consistency with observed performance and contractual requirements.
- Provide technical support for special projects assigned by the Treatment Design Director.
- Lead within the engineering department with limited supervision and support organizational engineering initiatives.
- Mentor and train other engineering staff at GBRA.
- Perform other duties as assigned.

- Capable of planning, executing, and controlling projects, establishing realistic estimates, schedules, and performance metrics.
- Able to assess project risks, identify and evaluate alternatives, make informed decisions, and implement corrective actions.
- Proven ability to manage multiple large projects simultaneously.
- Effective leader able to guide diverse teams toward shared objectives.
- Strong ability to prepare detailed technical reports and presentations.
- Skilled in building and maintaining effective relationships with executive leadership, staff, consultants, vendors, and regulatory agencies.
- Proficient with Microsoft Teams; Bluebeam and SharePoint preferred. Advanced Excel knowledge is strongly beneficial.
- Proficiency with hydraulic modeling software is preferred for this position. Willingness to develop mastery of hydraulic modeling software is required.
EDUCATION/CERTIFICATIONS
Bachelor of Science degree in engineering with a civil, electrical, water resources, or environmental emphasis from an institution accredited by a recognized accrediting agency.
REGISTRATIONS/LICENSES
- Valid Texas Driver’s License with acceptable MVR.
- Licensed Texas Professional Engineer in the State of Texas.
EXPERIENCE AND SPECIAL REQUIREMENTS
- Seven years of progressive experience in engineering with a proven track record of managing stand-alone water and wastewater projects with considerable construction value and/or ability to manage multiple projects with fast-track schedules concurrently.
- Must be able to demonstrate advanced technical knowledge in at least one of the following disciplines: water/wastewater treatment, complex hydraulic control structures with movable gate systems, electrical and control systems, and/or complex water transmission systems.
- Working conditions are in an office and field environment. Must be willing to work nights and weekends during high rainfall, inclement weather, and flood events. Travel varies depending upon projects but will occasionally involve overnight stays and long work hours.
