Position Overview

Johnson & Johnson is seeking a highly motivated Portfolio Manager, ICC to lead portfolio planning, governance, prioritization, execution oversight, and value realization for technology initiatives delivered through the Innovation Capability Center.

This role will work closely with technology leaders, product owners, business stakeholders, finance partners, delivery teams, and vendor partners to ensure that the ICC portfolio is strategically aligned, transparently governed, financially disciplined, and executed with operational excellence.

The successful candidate will bring strong portfolio management expertise, executive communication, financial and resource planning skills, Agile delivery understanding, and the ability to connect strategy with execution across a complex global technology environment.

Key Responsibilities

Portfolio Strategy & Governance

·        Lead portfolio planning and governance processes for ICC technology programs, product teams, and strategic initiatives.

·        Partner with senior leaders to align portfolio priorities with business strategy, digital transformation goals, and enterprise technology roadmaps.

·        Establish and maintain portfolio intake, prioritization, decision-making, dependency management, and escalation mechanisms.

·        Create transparent portfolio views covering scope, roadmap, milestones, dependencies, risks, financials, resources, and value outcomes.

Delivery Oversight & Execution Excellence

·        Monitor delivery health across programs and product teams, including milestones, risks, issues, dependencies, quality, and business outcomes.

·        Drive disciplined execution through consistent portfolio rhythms, operating reviews, governance forums, and action tracking.

·        Support delivery teams in removing blockers, managing cross-functional dependencies, and ensuring leadership visibility on critical decisions.

·        Promote Agile, product-based delivery, and continuous improvement practices across the ICC portfolio.

Financial & Resource Management

·        Lead portfolio-level budget planning, forecasting, tracking, and variance management in partnership with finance and technology leaders.

·        Support workforce planning, capacity management, vendor planning, and investment prioritization across internal and external resources.

·        Track portfolio spend, benefits, resource utilization, run/grow investment mix, and financial risks.

·        Enable data-driven decisions on investment trade-offs, sequencing, and portfolio optimization.

Stakeholder Management & Executive Communication

·        Prepare executive-ready portfolio updates, dashboards, scorecards, decision papers, and leadership review materials.

·        Communicate portfolio health, risks, dependencies, and key decisions clearly to senior stakeholders and cross-functional leaders.

·        Facilitate governance meetings, portfolio reviews, steering committees, and cross-functional planning forums.

·        Build trusted partnerships with business, technology, finance, procurement, quality, cybersecurity, and delivery stakeholders.

Risk, Compliance & Operational Controls

·        Identify, manage, and escalate portfolio-level risks, issues, dependencies, compliance needs, and operational control gaps.

·        Ensure portfolio documentation, governance artifacts, decision logs, and status reporting are accurate, timely, and audit-ready.

·        Support adherence to J&J technology standards, privacy, cybersecurity, quality, procurement, and financial governance expectations.

·        Drive continuous improvement in portfolio operations, reporting quality, control processes, and management routines.

Capability Building & Portfolio Operations

·        Develop reusable portfolio management templates, dashboards, playbooks, and reporting standards for ICC operations.

·        Coach program managers, product teams, and delivery leads on portfolio governance expectations and operating model standards.

·        Improve portfolio data quality, tools adoption, automation, and analytics for better visibility and decision-making.

·        Champion a culture of accountability, transparency, collaboration, inclusion, and outcome-based execution.

Required Qualifications

Education

·        Bachelor's Degree in Business Administration, Information Technology, Computer Science, Engineering, Finance, or a related field.

·        Master's Degree or MBA preferred.

Experience

·        3 to 7+ years of experience in portfolio management, program management, product operations, technology delivery, or transformation management.

·        2+ years of experience leading portfolio governance, financial planning, delivery oversight, or large-scale technology programs.

·        Experience working with global technology teams, senior stakeholders, and cross-functional operating models.

·        Strong experience with portfolio reporting, executive dashboards, risk management, governance forums, and decision support.

·        Experience in Pharmaceutical, Healthcare, Life Sciences, or other regulated industries preferred.

·        Experience with Agile, Product Operating Model, DevOps-enabled technology delivery, and digital transformation initiatives preferred.

·        Financial governance, portfolio controls, risk management, dependency management, and technology operating rhythms.

Preferred Qualifications

·        PMP, PgMP, PMI-ACP, SAFe, Lean Portfolio Management, Agile, Scrum, or related certifications.

·        Experience managing portfolios within ICC, Global Capability Center, Digital Transformation, Clinical IT, R&D Technology, or enterprise technology organizations.

·        Experience supporting portfolio operations for data platforms, AI products, cloud applications, clinical systems, or product engineering teams.

·        Strong business acumen with the ability to balance strategic outcomes, financial discipline, delivery risk, and operational execution.

·        Demonstrated ability to operate in a matrixed global environment with senior stakeholder visibility.
