Hiring range for this position is $64,230.40 - $76,793.60. Initial placement for new employees is customarily at entry level through 35% percentile. Pay grade for this position is 23.


General Definition of Work:
Performs difficult professional work in the management of the Business Personal Property audit process. Serves as Economic Investment Administrator and lead for special tax department projects. Work is performed under the general supervision of the Personal Property Manager. Supervision will be exercised over Tax Auditor staff.Essential Functions/Typical Tasks:
Supervision of desk and field audits; assists with contract tax audits including general coordination, review and guidance throughout the audit and appeal processes; administration of grants to include tracking of compliance, budgeting, and performing complex calculations based on interpretation of legal agreements; assists with assignments delegated to the Tax Auditor as needed; maintaining records and files; preparing reports.

  • Meets with taxpayers, reviews expectations for business personal property reporting.
  • Administration of grant program to include the development of policies, procedures and forms; audit of grant programs to identify concerns and identify solutions; complex analysis for budgeting and payment of grants; consultation with decision makers regarding tax matters.
  • Management of audit programs and procedures; review of business personal property audits.
  • Analyzes and interprets data such as cost, market comparison, and income-producing potential to include the review of complex income and expenses statements, leases, depreciation, and property sales to determine valuation.
  • Analysis and defense of appeals.
  • May assist with valuation and appeals of complex real property valuations as needed.
  • Assists with preparation and review of reports and/or statistical analysis to assure assessment uniformity; identification of potential audit candidates or real property assessments for review.
  • Assists with preparation and/or review of various reports for management, state filings, municipalities or others as needed.
  • Assists with various auditing of CAMA system to assure completion of administrative steps and/or of correct billing.
  • Review of most complex exemption/exclusion filings.
  • Assists with the development of tax policies and reports.
  • Responds to inquiries from citizens concerning problems with their tax bills.
  • Assists with preparation of total property values for budget preparation.
  • Maintains detailed records and prepares a variety of reports concerning activities.
  • Performs related tasks as required.
 
Knowledge, Skills and Abilities:
Comprehensive knowledge of business personal property principles, practices and procedures; of standard practices, procedures and equipment as applied to the maintenance of an accounting system; and of the State laws for the assessment of Business Personal Property;. Strong computer skills with the ability to create Pivot tables, Macros, and extensive automated spreadsheets in Excel; Working knowledge office equipment and computers and applicable software applications.  Ability to analyze, interpret, and exercise professional judgement in the review of financial data, contracts and laws; to prepare financial analysis reports; to communicate ideas and arguments effectively, orally and in writing; to establish and maintain effective working relationships with associates and the general public; and to attend work regularly.Education and Experience:
Requires Bachelor's Degree from an appropriately accredited college or university in Accounting, Finance or related field with coursework in accounting.   Master’s degree preferred.   Intermediate experience of three to five years with Accounting, Tax, Auditing, Assessment, Supervisory or Grant Administration in both Public, Private, or Governmental roles. An equivalent combination of education and experience may also be considered. NCDOR Personal Property and Real Property Appraiser designations are preferred but may be attained within the first two years.

Special Requirements:
Possession of an appropriate driver’s license valid in the state of North Carolina.  Requires occasional evening work for board meetings.


Physical Requirements:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires lifting, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
