IT/Cybersecurity Project Manager

Location: Kansas City, MO or Fort Collins, CO

Summary

Serves as the lead for overall direction and management of all cybersecurity support activities of government contract. Owns performance, cost, and schedule outcomes and ensures execution aligns with customer expectations and contractual requirements. Translates complex technical and vulnerability information for non-technical stakeholders while guiding secure cloud implementation and NIST RMF-aligned delivery.

Core Responsibilities

• Lead overall direction and management of all support activities, ensuring delivery within defined performance, cost, and schedule parameters.
• Serve as the primary contractor interface to the customer for status, risks, issues, and change management; prepare and brief Weekly Activity Reports and related deliverables as required.
• Plan, prioritize, and track work across RMF, security engineering, AppSec, cyber defense, assessment, and related PWS task areas.
• Coordinate personnel and supporting staff from subcontractors; manage surge and backfill planning.
• Guide secure implementation of cloud solutions and align delivery with NIST RMF and Federal cybersecurity policy, standards, and guidelines.
• Synthesize technical findings and vulnerability information into clear briefings for non-technical audiences (program, mission, and leadership stakeholders).
• Identify, escalate, and mitigate risks that could impair successful performance; maintain audit-ready documentation of decisions and deliverables.
• Ensure resumes and qualification packages for personnel remain current and available for customer review.
• Foster collaboration between application teams, security operations, assessors, and A&A SMEs to reduce cyber risk while enabling customer mission delivery.
• Support continuous process improvement for status reporting, quality gates, and customer engagement cadence.
• Backfill coordination with the Lead Cybersecurity SME / ISSM when unavailable, ensuring uninterrupted program leadership coverage.

Required Qualifications

• Current CISSP certification.
• Project Management Professional (PMP) certification.
• Active MBI clearance already in hand (mandatory); must maintain Public Trust / MBI.
• U.S. citizen
• Bachelor's degree from an accredited college/university.
• Advanced NICE capability indicator for OV-PMA-002 core tasks.
• Demonstrated, recent (past 2 years) experience in cloud security and guiding secure implementation of cloud solutions.
• Demonstrated knowledge/expertise in NIST RMF and Federal cybersecurity policy, standards, and guidelines.
• Demonstrated ability to explain technology and vulnerabilities clearly to non-technical audiences and to synthesize information from multiple sources.
• Senior experience directing IT or cybersecurity project/program delivery for Federal customers.

Preferred / Differentiating Qualifications

• Recent Federal cybersecurity program/project management experience; USDA experience highly valued.
• Experience supporting secure implementation of cloud-native and emerging technologies (AI, RPA, etc.).
• Advanced degree and/or degree in cybersecurity, IT, or related field.
• Familiarity with Federal acquisition, COR engagement, and multi-partner teaming delivery models
• Experience managing portfolios spanning RMF, AppSec tooling (e.g., SonarQube, Invicti, Burp Suite, MS Defender), and cyber defense.
