Job Description & ResponsibilitiesRole mission: Establish the project cost baseline and full-process cost-control mechanism; accurately complete budgeting, measurement, forecasting, variance analysis, and change assessment; provide reliable data for project business decisions and profit targets;Budget & baseline: Establish the project budget, cost accounts, cash flow, and control baseline based on the contract, WBS / CBS, quantities, and procurement/subcontract plan;Process control & forecasting: Collect actual cost and completion; perform EVM, variance analysis, monthly Forecast, final-cost forecasting, and risk early- warning; drive responsible departments to correct;Measurement, change & reporting: Review subcontractor measurement, progress payments, variations, and change pricing; maintain cost logs; prepare project business reports; support settlement, claims, and audit;Key performance indicators (KPIs): 100% on-time monthly cost reports; forecast vs. actual variance ≤5% in principle; consistent budget / contract / procurement logs; timely identification of changes and variations; ≥98% subcontractor measurement accuracy; early warning and closed-loop management of major cost variances.QualificationsBachelor's degree or above in Engineering Cost, Civil, Electrical, Industrial Engineering, Financial Management, or a related field; 4+ years of cost-control experience in power, infrastructure, or industrial projects;Professional competencies: Mastery of WBS / CBS, budgeting, quantities, EVM, Forecast, change estimation, subcontractor measurement, and project financial reporting; proficient in advanced Excel, Power BI, P6 / MS Project, and Neodata / ERP tools;Relevant project experience: 4+ years of project cost experience; delivered budget baselines, monthly costs, quantity measurement, change pricing, and completion forecasts; preference for experience with power / CFE projects and subcontractor settlement;Professional competencies: Ability to build data structures, consolidate costs, review quantities, perform EVM, trend forecasting, change estimation, business analysis, and cross-department data tracking;Language proficiency: Fluent Spanish; English B1–B2, able to read contract / procurement documents and attend work meetings; Chinese is a plus;Management experience: Formal team management not mandatory, but must be able to coordinate engineering, procurement, finance, site, and subcontractors; experience leading cost analysts preferred;Location flexibility: Based in Mexico City; accepts approx. 20% project travel, overtime during month-end closing peaks, and cross-department data tracking.
