Description

We are seeking an experienced Oracle Fusion ERP SCM Consultant (Level 9) to support and deliver large-scale ERP transformation programs within the Public Sector. The role requires solid functional knowledge of Supply Chain Management modules, combined with hands-on consulting experience to contribute to end-to-end implementation, vendor selection activities, and business transformation initiatives within government and public service environments.

The candidate will be responsible for supporting solution design, contributing to delivery workstreams, and helping public sector clients achieve measurable outcomes in operational efficiency, regulatory compliance, and improved citizen-facing service delivery through Oracle Fusion ERP platforms.

Key Responsibilities

  • Support engagement with government client stakeholders — including departmental leads, procurement officers, and IT teams — to align Oracle Fusion ERP solutions with public sector mandates and service delivery objectives
  • Contribute to structured insights, documentation, and recommendations for client decision-making that align with public sector accountability and transparency requirements
  • Participate in and help facilitate stakeholder workshops for vendor selection, discovery, and design; support alignment across business, IT teams, and central government oversight functions
  • Support functional discovery, process assessments, and fit-gap analysis across ERP SCM domains within public sector contexts, including government procurement policies, asset lifecycle management, and inter-departmental supply chain processes
  • Translate public sector business requirements — including grant management, centrally-funded procurement, and compliance-driven inventory — into functional Oracle Fusion ERP solution designs, under guidance of senior team members
  • Support alignment between government business processes, legislative obligations, and Oracle Fusion system capabilities, including audit trails, open data, and information security requirements
  • Contribute to design workshops and assist in preparing documentation for key decision-making checkpoints, including Gateway Reviews, investment appraisals, and departmental sign-off milestones
  • Support RFP responses, ITT submissions, solution proposals, and business development activities within public sector procurement frameworks (e.g., G-Cloud, CCS, GeBIZ, or equivalent)

Required Qualifications

Experience

  • 4–9 years of experience in ERP consulting or functional SCM roles, with exposure to public sector or government clients preferred
  • Exposure to at least one full-cycle ERP SCM implementation, ideally within a government, defence, or regulated public service environment
  • Hands-on experience with the Oracle Fusion ERP platform across SCM modules
  • Client-facing consulting experience in a professional services environment, with an understanding of the unique governance and stakeholder dynamics of public sector engagements
  • Experience supporting or contributing to Public Sector transformation programs, including familiarity with government budgeting, spending controls, and departmental operating models
  • Experience supporting RFP/ITT processes and contributing to proposals within a government or regulated procurement context

Core Skills

  • Strong understanding of Oracle Fusion SCM ERP modules — Inventory, PIM, Procurement, Supply Chain Collaboration and Cost Management — including configuration nuances relevant to public sector use cases (e.g., centralised procurement, asset registers, multi-fund accounting)
  • Knowledge of business process design, fit-gap analysis, and functional solution design for government operating models including shared services and inter-agency workflows
  • Familiarity with public sector governance and compliance frameworks (e.g., PRINCE2, MSP, or PMBOK adapted for government), and public procurement regulations
  • Strong stakeholder communication and interpersonal skills, with the ability to engage effectively across complex, multi-agency public sector environments
  • Ability to support data-driven decision-making and value realisation analysis aligned to public sector investment appraisal principles (e.g., HM Treasury Green Book, OECD guidance, or regional equivalents)
  • Awareness of public sector data governance, information security classifications, and government cloud hosting constraints

Qualifications and Certifications

  • MBA or equivalent advanced degree is an advantage; a public policy or public administration qualification is also welcome
  • Certification in Oracle Fusion SCM or core supply chain modules is preferred
  • Exposure to project or programme management methodologies (e.g., PRINCE2 Foundation, PMP) is an advantage for public sector engagements
