Director, PMO

Summary:
This position leads the Corporate Project Management Office (PMO) and oversees the planning, execution, and delivery of telecommunications projects and programs within scope, schedule, and budget. This role leads and develops Project Managers, establishes governance and portfolio practices, and partners with stakeholders across engineering, service delivery, service assurance, construction, network operations, procurement, marketing, system development, and customer care to deliver network deployments, infrastructure upgrades, software and system initiatives, migrations, and new product/service implementations.
Duties and Responsibilities:
Essential duties and responsibilities include but are not limited to those listed below:
- Lead the Corporate PMO, establishing its operating model, governance, standards, methodologies, tools, and performance expectations for enterprise project delivery.
- Manage, coach, and develop Project Managers through goal setting, work allocation, performance management, professional development, and succession planning.
- Partner with executive and functional leaders to prioritize and sequence the enterprise project portfolio based on strategic value, risk, capacity, and business readiness.
- Lead portfolio governance, including decision rights, stage-gate reviews, escalation paths, and accountability for sponsors and delivery teams.
- Oversee PMO resource and capacity planning; assign Project Managers and balance workloads across priority initiatives.
- Establish portfolio KPIs, dashboards, and executive reporting on project health, schedule, budget, risks, dependencies, resource constraints, and benefits.
- Ensure consistent use of PMO standards, templates, controls, and quality practices; lead recovery planning for at-risk projects.
- Advance PMO maturity through lessons learned, best practices, automation, and AI-enabled tools.
- Partner with project sponsors and Project Managers to define project scope, goals, and deliverables that support business objectives.
- Drive cross-functional collaboration across engineering, field operations, billing operations, customer systems, and field operations support teams.
- Oversee project and portfolio budgets and forecasts, ensuring initiatives are delivered within approved financial parameters.
- Monitor project and portfolio performance and communicate status, risks, decisions, and required actions to stakeholders and executive leadership in a timely and professional manner.
- Ensure project post-mortems and recommendation reports identify successful and unsuccessful project elements and translate lessons learned into improved practices.
- Ensure compliance with company policies, procedures, and standards.
- Oversee post-implementation reviews to assess project outcomes, validate benefits, capture lessons learned, and drive continuous improvement.

Qualifications:

Education/Experience
- High school diploma or equivalent required. Bachelor’s degree or equivalent experience preferred.
- 10+ years of progressive project or program management experience required, including 5+ years managing Project Managers or leading PMO operations.
- 7+ years of telecom project management experience required. Prefer experience in complex network migrations, consolidations, technology implementations, large-scale customer conversions, and experience in software platform development and migrations.
- Exceptional communication and presentation skills are required.
- Merger and acquisition experience is strongly preferred.
- PMP and change management certification preferred but not required.
Computer Skills:
- Proficient in Microsoft Office Suite and Smartsheet, including advanced automation and platform capabilities.
- Ability to create, manage, and analyze project plans, schedules, budgets, and timelines using project management tools.
- Ability to create, manage, and track action registers and timelines.
- Proficiency in generating reports, presentations, and documentation to communicate project status and performance metrics.
- Skilled in managing digital workflows, task assignments, and resource tracking in a collaborative team environment.
- Competence in handling data entry, analysis, and tracking to support decision-making and project optimization.
- Ability to navigate and utilize communication and collaboration platforms for team coordination and stakeholder engagement.
- Demonstrated ability to utilize AI technologies to enhance project management effectiveness.
