Description

Under the general supervision of assigned supervisor, the employee operates various types of heavy equipment in the completion of highly complex and difficult construction and maintenance activities on City roads and properties. The employee receives instructions from assigned supervisor. Work is performed under established procedures with inspections during the progress with final inspection of completed work. Employee performs maintenance inspections on assigned equipment, notifies supervisor of equipment failures, and may assist with repairs. Employee performs other routine manual labor as assigned. This is an experienced and highly skilled job. Employee may assist in training newer employees and serve as the lead employee at work sites. This job is considered safety-sensitive and is subject to pre-employment background check and random drug screens.
 

ESSENTIAL FUNCTIONS:   The following list was developed through a job analysis; however, it is not exhaustive and other duties may be required and assigned.  A person with a disability which is covered by the ADA must be able to perform the essential functions of the job unaided or with the assistance of a reasonable accommodation.
 
ESSENTIAL FUNCTION:   Equipment Operation.  Operates equipment at or below the Class B Commercial Driver’s License (CDL) level to accomplish a full range of assignments and tasks.
 
  1. Receives daily tasks and assignments from supervisor.
  2. Drives and operates equipment for assigned department or division.
  3. Operates heavy equipment on job sites, such as, but not limited to backhoe, track hoe, front-end loader, skid steer, bulldozer, excavator; arm mower; heavy dump truck, asphalt spreader, and rollers.
  4. Monitors gauges and other indicators during equipment operation for non-standard conditions.
  5. Operates medium to heavy duty trucks for hauling materials to/from work site.
  6. Operates small engine power tools including lawn mowers and weed eaters.
  7. Wears safety equipment and clothing to protect self and others from bodily or property damage.
  8. Follows plans and instructions regarding projects.
  9. Maintains a log of daily activities.
  10. Completes assignments within specified time frames.
  11. Trains others on more complex equipment such as backhoe, track hoe, and front-end loader when time and conditions are appropriate.

ESSENTIAL FUNCTION: Equipment Maintenance. Assists in the general maintenance of City equipment used in road construction and maintenance.
 
  1. Performs pre-work safety inspections of equipment.
  2. Performs daily and monthly safety and maintenance vehicle inspections on assigned equipment.
  3. Performs preventative maintenance on assigned equipment.
  4. Ensures assigned equipment is properly fueled.
  5. Reports equipment maintenance status to the supervisor.
  6. Performs work or may assist other repairmen with minor mechanical repairs.
  7. Cleans and washes vehicles.

ESSENTIAL FUNCTION: Department Operations and Manual Labor. Performs manual labor tasks following departmental policies and procedures to ensure proper maintenance and efficient operations of the department.
 
  1. Maintains a daily log of activities.
  2. Performs road and right-of-way (ROW) repair and maintenance activities.
  3. Uses a chainsaw to cut trees and bushes from ROW.
  4. Collects debris and trash.
  5. Clears roads of fallen trees, limbs, and other items following storms or emergencies.
  6. Operates equipment to clean out drains, traps, and ditches.
  7. Constructs molds and forms to work with concrete.
  8. Forms and repairs curbs, gutters, and sidewalks.
  9. Operates small engine power tools including lawn mowers and weed eaters.
  10. Uses concrete saws and other drills and skill saws.
  11. Ensures proper signage is visible during assigned operations.
  12. Uses hand tools such as saws, hammers, and shovels.
  13. Shovels asphalt, rocks, dirt, and other materials during road repairs and landscape work.
  14. Performs flagman duties, as needed, while on road maintenance or horticulture jobs.
  15. Picks up and piles brush, refuse and other materials.
  16. Develops sanitation and recycling collection routes (Sanitation Department).

ESSENTIAL FUNCTION: Street Maintenance and Repair Operations (as assigned).  Operates heavy equipment to repair and maintain City streets, and ROW. Utilizes heavy and specialized equipment to maintain and repair the City drainage system, including pipes, ditches, and culverts.
 
  1. Cleans roadway of debris by using heavy equipment and manual tools.
  2. Inspects roads and ROW for needed repairs.
  3. Maintains and repairs City streets.
  4. Repairs potholes in City streets using hot mix.
  5. Assists with laying asphalt by spreading and smoothing hot asphalt using manual tools.
  6. Performs concrete work according to plan specifications.
  7. Assists with concrete pours by screeding, leveling, pulling, and floating concrete using manual tools.
  8. Installs and repairs curbs.
  9. Constructs and repairs sidewalks.
  10. Installs and repairs drains and culverts; measures and installs pipes.
  11. Measures road grades according to plan specifications.
  12. Keeps the City’s drains, ditches, and culverts cleaned out and unclogged.
  13. Cleans out and digs ditches.
  14. Trains new operators in the use of assigned equipment.

NON-ESSENTIAL FUNCTION:
 
  1. Assists with City special events such as placing barricades and barriers.
  2. Responds to calls during hurricanes, inclement weather, or other emergency situations.
  3. Performs other job-related duties as required or assigned.
  1. Possess a high school diploma or GED.
  2. Minimum of one (1) year of work experience as an Equipment Operator II or equivalent; at least three (3) years of heavy equipment operating experience in road construction and maintenance; or any combination of education, training and experience that demonstrates the above listed knowledge, skills, and abilities commensurate with the requirements of this job.
  3. Possess a current and valid Class B Commercial Driver’s License (CDL) or obtain this license within six (6) months of employment; must be insurable.
  4. Ability to obtain confined space certification, as required for assignment.
  5. Ability to early morning shifts, work overtime, weekends, or emergencies as needed.
  6. Ability to travel throughout City to perform job functions.
  7. Ability to pass a pre-employment background check and an initial drug screen.
 Knowledge, Skills and Abilities

  5. Knowledge of grades and slopes; ability to use special equipment to measure.
  6. Knowledge of concrete work.
  7. Knowledge of heavy equipment and power tool use and maintenance.
  8. Knowledge of safety rules including accident causation and prevention.
  9. Communication skills to effectively communicate internally and externally, both orally and in writing.
  10. Verbal skills to effectively communicate with co-workers, supervisors, the general public, over the telephone and two-way radio.
  11. Reading skills to understand and interpret daily schedule, traffic signs, and other road signs.
  12. Writing skills to clearly and neatly complete routine forms records, and notes using correct English, grammar, punctuation, and spelling.
  13. Math skills to perform basic calculations (add, subtract, multiply, divide).
  14. Listening skills to understand and follow verbal instructions.
  15. Physical skills, strength, and coordination to perform required tasks.
  16. Hand/eye coordination skills to operate various machinery, power, and hand tools (i.e., chainsaw) and make fine adjustments.
  17. Ability to understand and follow oral and/or written policies, procedures, and instructions.
  18. Ability to work well with co-workers.
  19. Ability to work under little or no supervision.
  20. Ability to lead work crews on assigned tasks.
  21. Ability to interact with the public in a calm and courteous manner.
  22. Ability to operate heavy equipment.
  23. Ability to perform manual labor.
  24. Ability to work in all weather conditions.
  25. Ability to climb on top of and crawl under various vehicles as required.
  26. Ability to lift and move objects greater than 50 lbs.
  27. Ability to operate a two-way radio/communication device.

  29. Ability to remain alert when operating vehicles and equipment.
  30. Ability to wear personal protective equipment (PPE).
  31. Ability to read maps and blueprints.

Physical Demands
 
The work requires considerable and strenuous physical exertion such as frequent climbing of tall ladders, lifting heavy objects over 50 lbs., crouching, or crawling in restricted areas.
 
 
Work Environment
 
The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., working at great heights under extreme weather conditions, or similar situations where conditions cannot be controlled.
