Job Description:
Parsons is looking for an amazingly talented HSE Coordinator (Saudi National) to join our Team!
The HSE Coordinator will support the implementation and monitoring of Health, Safety, and Environmental requirements across the Airport / Infrastructure / Airfield project. The role will assist the HSE team in ensuring that site activities are carried out safely and in compliance with project HSE procedures, applicable regulations, Client requirements, and approved method statements and risk assessments.
What You'll Be Doing:
Support the implementation of the Project HSE Management Plan and applicable HSE procedures.
Conduct regular site inspections to identify unsafe conditions, unsafe acts, and environmental risks.
Monitor compliance with approved Method Statements, Risk Assessments, Job Safety Analyses (JSAs), and Permit-to-Work requirements.
Support HSE Officers and Engineers in monitoring daily construction activities.
Participate in site safety inspections, walkthroughs, and HSE audits.
Identify hazards and ensure appropriate control measures are implemented.
Report unsafe conditions and practices to the responsible supervision and HSE team.
Support the investigation of incidents, near misses, unsafe acts, and environmental events.
Assist in preparing incident reports and maintaining HSE records.
Monitor corrective and preventive actions and follow up on their closure.
Participate in daily toolbox talks and safety briefings.
Support HSE awareness campaigns, training sessions, and safety initiatives.
Assist in maintaining HSE inspection and observation records.
Monitor the availability and proper use of Personal Protective Equipment (PPE).
Verify that workers are using appropriate PPE for their assigned activities.
Monitor housekeeping, access, egress, barricading, signage, and general site conditions.
Support monitoring of high-risk activities including lifting, excavation, work at height, hot works, confined spaces, and electrical works.
Monitor compliance with emergency preparedness and response procedures.
Participate in emergency drills and exercises.
Support environmental inspections and monitoring activities.
Monitor waste segregation, storage, disposal, dust, noise, spills, and other environmental aspects.
Assist with preparation of daily, weekly, and monthly HSE reports.
Maintain HSE registers, inspection records, training records, observations, and action trackers.
Coordinate with Construction teams to ensure HSE requirements are incorporated into daily work planning.
Support communication of HSE alerts, lessons learned, and safety notices across the project.
Assist with maintaining HSE documentation and records in accordance with project requirements.
Airport / Infrastructure & Airfield Responsibilities
Support HSE monitoring across airport terminals, airfield infrastructure, roads, utilities, civil works, MEP works, and external areas.
Monitor HSE requirements within airside and landside construction areas.
Support safe working practices in restricted and operational airport environments.
Monitor construction activities near existing facilities, utilities, roads, and operational assets.
Support HSE controls for temporary traffic management and construction access.
Assist in monitoring activities involving heavy equipment, lifting operations, excavation, plant movement, and construction logistics.
Ensure site teams are aware of specific airport and airside safety requirements.
HSE Inspection & Monitoring
Conduct routine HSE inspections and record findings.
Follow up on unsafe conditions and ensure corrective actions are implemented.
Support daily and weekly inspection programs.
Assist in monitoring contractor and subcontractor HSE performance.
Track HSE observations, actions, and closeout status.
Support preparation of HSE performance statistics and trend analysis.

Maintain HSE registers and documentation, including:
Inspection Reports
Safety Observations
Toolbox Talks
Training Records
Incident / Near-Miss Reports
Corrective Action Registers
Permit Records
HSE Audit Records
Emergency Drill Records
Environmental Inspection Records
Assist in preparing weekly and monthly HSE reports.
Ensure HSE documentation is properly recorded and readily available for audits and inspections.
Qualifications & Experience
Bachelor's Degree or Diploma in Occupational Health & Safety, Environmental Health & Safety, Engineering, or a related discipline.
Minimum 2 years of relevant HSE experience in construction, infrastructure, industrial, airport, or major development projects.
Basic understanding of construction HSE requirements and safe working practices.
Familiarity with Risk Assessments, Method Statements, JSAs, toolbox talks, inspections, and incident reporting.
Good understanding of construction hazards and appropriate control measures.
Experience working with contractors and construction site teams is preferred.
NEBOSH, IOSH, OSHA, or equivalent HSE certification is preferred.
Good communication and interpersonal skills.
Ability to work effectively in a site-based construction environment.
