[What the role is]
You will join the HPB’s Healthy Food & Dining (HFD) Division, which strives to design, develop, and implement various innovative programmes to influence Singaporeans to choose healthier food and drink options. You will work with various food partners to make available healthier options more pervasive and accessible. HPB aims to create a supportive environment through health promotion programmes such as the Healthier Ingredients Development Scheme (HIDS), Healthier Choice Symbol (HCS), Healthier Dining Programme (HDP), and Healthier Meals in School Programme (HMSP). Additionally, HFD aims to influence Singaporeans to adopt healthier eating habits through public education campaigns and promotions, and engagements via offline and online channels, such as the Eat Drink Shop Healthy Challenge.[What you will be working on]
As part of Healthy Food & Dining Division, you will drive strategic initiatives to increase the supply, adoption and market reach of healthier ingredients and products to support the food eco-system. Reporting to the Assistant Director, your scope includes
- Analysing industry and market trends, business performance and programme data to identify growth opportunities, priority segments and strategic partners, and recommending where and how to intervene to accelerate adoption and capture greater market share for healthier offerings.
- Translating market and business insights into actionable strategies and initiatives, using grants, partnerships and other business levers to achieve win-win industry and public health outcomes.
- Developing and cultivating strategic relationships with key industry players, identifying and pursuing business development and collaboration opportunities, and developing partnership operating models and value propositions that encourage industry participation and adoption. This includes understanding business needs and barriers and working closely with partners to translate opportunities into concrete initiatives, including healthier product development, adoption and demand-generation efforts.
- Developing and continuously improve the grants and other interventions to ensure their relevance and effectiveness in meeting industry and programme objectives. Handle end-to-end grant administration, including reviewing grant applications, maintaining up to date grant guide, managing application and approval cycles, presenting to evaluation and approval committee, and overseeing grant awards, governance, compliance and audit, budget forecast and utilization, tracking key performance indicators and regular progress reporting to management. Will need to work closely with the team on grant administration and operational matters, providing guidance and coaching to ensure timely and accurate delivery.

You should also possess the followings:
- Strong business and analytical acumen, with experience analysing market trends, business and programme performance, and data to identify growth opportunities, priority segments and partners, and translate insights into actionable recommendations. Possess excellent interpersonal & relationship building skills to cultivate partnerships and engage effectively with stakeholders at all levels
- At least 5 years of related experience, preferably in business development, strategic partnership management, strategy/ business planning, F&B industry development, programme management and/or government grant management. Relevant qualifications in a related discipline (e.g. Business Administration, Food & Nutrition, Food Science & Technology) or any health-related discipline/relevant experience will be an added advantage.
- A good understanding of and interest in the local F&B industry and supply chain, with the ability to understand commercial interests and identify drivers of business adoption.
- Strong judgement and critical reasoning skills, with the ability to navigate ambiguity, balance business and public health considerations, and make sound decisions using data and market insights.
- Good quantitative and financial management skills including developing and monitoring budgets, assessing programme or business performance, tracking performance and outcomes, and applying insights to support decision-making.
Successful candidates will be offered a 2-year contract.
