Job Description Summary

Under the direction of the Senior Vice President / Chief Information Officer, provides strategic and operational leadership for the Credit Union's Software Development and Data Science & Analytics functions. Oversees software development, software engineering, data engineering, enterprise data governance, data architecture, business intelligence, analytics, and decision-support platforms. Leads the planning, development, implementation, and support of software solutions, data platforms, and analytics capabilities that advance organizational objectives through secure, efficient, and scalable technology and data practices.
Responsible for business performance, vendor management, regulatory compliance, information security controls, disaster recovery, and business continuity within assigned areas. Champions engineering excellence, enterprise data governance, data quality, analytics advancement, and the effective use of information assets to improve operational efficiency, enhance member experiences, strengthen decision-making, and reduce organizational risk.
As a member of Executive Management, directs policy development, strategic planning, fiscal management, and departmental operations for functions under their leadership. Accountable for achieving RFCU's strategic objectives while ensuring services are delivered efficiently, cost-effectively, securely, and in compliance with applicable regulations.

Job Description

Essential Duties and Responsibilities

  • Plans, organizes, evaluates and directs the work of the Software Development, Software and Data Engineering, Data Science & Analytics functions, with subordinate managers and supervisors ; participates in establishing business, operational, technology, analytics, and member service plans to meet assigned goals and objectives.
  • Provides executive leadership to develop and retain highly skilled, member service-oriented professionals through selection, training, coaching, performance management, succession planning, and day-to-day management practices that support the Credit Union’s mission, strategic goals, RISE Values, and Code of Ethics.
  • Leads and directs department staff in the development and application of new processes, services and technologies to achieve higher efficiency, productivity and member service and greater business market share.
  • Directs and oversees the hiring and placement of highly competent staff within the department; plans and evaluates the performance of managers, supervisors and staff; establishes performance requirements, business targets and personal development plans for subordinates; monitors and evaluates performance; provides coaching for performance improvement and personal development; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with RFCU human resources policies/procedures and subject to top management concurrence.
  • Provides vision and strategy for data engineering and data management activities, including data pipelines, and architecture, data governance, data quality, metadata management, data standards, data ownership, information asset management, data warehouse strategy, and analytics enablement across the enterprise.
  • Establishes data policies, standards, structures, roles, responsibilities, and enforcement mechanisms that support effective management, protection, accessibility, and appropriate use of enterprise information assets.
  • Ensures software engineering practices, data engineering solutions, applications, and analytics platforms incorporate appropriate privacy, security, compliance, ownership, disaster recovery, and performance considerations, including requirements related to cloud storage and third-party service providers.
  • Leads the development, delivery, support, and continuous improvement of custom software applications, API integrations, software engineering practices and architecture, data pipelines and data engineering platforms, analytics tools, dashboards, business intelligence solutions, and decision-support systems.
  • Establishes and oversees adherence to all relevant processes, policies and standards relevant to areas of responsibility, including, but not limited to; software development, engineering and coding, data engineering, data governance and quality assurance.
  • Oversees the development, testing, implementation, maintenance, and support of custom software applications, data warehouses, databases, analytics environments, dashboards, and supporting technology platforms.
  • Directs the review and analysis of business needs, user requests, process improvement opportunities, software enhancements, software engineering design, decisions, data engineering and pipeline requirements, data analytics and use cases, and automation opportunities, to ensure solutions are designed and implemented efficiently and effectively.
  • Ensures application support, production support, testing, release management, upgrades, fixes, and issue resolution processes are completed accurately, documented appropriately, and scheduled to minimize operational errors, service interruptions, and member impact.
  • Oversees development of business performance dashboards, reporting frameworks, data analytic metrics, and analytics tools that provide timely insights to improve decision-making, optimize processes, support strategic planning, and enhance member service.
  • Participates in the development and implementation of department strategic and business plans and goals; leads and directs department staff in the development and application of new processes, services and technologies to achieve higher efficiency, productivity and member service and greater business market share; ensures the alignment with RFCU’s business strategy.
  • Identifies opportunities to more fully deploy and utilize the functional capabilities of core processing system, data engineering platforms, vendor software, and custom-developed solutions to meet business unit needs.
  • Develops, implements and enforces proper policies and procedures related to software development, software engineering, data engineering, information security controls, enterprise data management, disaster response/recovery, data privacy, regulatory compliance, and operational risk management are utilized
  • Participates in internal and external technology audits, data-related audits, compliance reviews, vendor reviews, and risk assessments; ensures appropriate corrective action is taken when needed.
  • Develops and maintains effective vendor and service provider relationships; participates in contract negotiations and renewals; monitors vendor performance and service level agreements; escalates unresolved issues to ensure prompt and effective resolution.
  • Stays abreast of and monitors trends and developments in software development, software engineering, data engineering, financial technology, data science, analytics, artificial intelligence, business intelligence, privacy, data security, regulatory requirements, and competitive market conditions; advises management on potential operational and strategic impacts.
  • Participates in the development and management of annual budgets for assigned areas; monitors performance against approved budgets and ensures resources are used effectively to achieve Credit Union priorities.
  • Directs departmental business continuity planning, disaster recovery planning, and risk mitigation efforts, for areas of responsibility, to support reliable operations and minimize risk to the Credit Union and its members.
  • Creates and promotes a culture of collaboration, continuous improvement, accountability, innovation, member service, regulatory compliance, and operational excellence across assigned functions.
  • Maintains current knowledge of and ensures compliance with regulatory requirements and Credit Union policies and procedures affecting each department supervised. Ensures that uniform operating procedures are developed based on the level of risk for all areas of responsibility.
  • Develops teamwork and collaborative relationships within, and across, the organization.
  • Promotes the Credit Union by participating in community involvement and special events.

EDUCATION/EXPERIENCE

Minimum Qualifications

Education Requirements

4 Year / Bachelors Degree - Information Systems, Information Technology, Software Development, Computer Science, Data Science, Analytics, or a closely related field - Required

Graduate Degree - Information Technology, Computer Science, Data Science, Analytics, Business Administration, or a related field - Preferred

Certified Scrum Master, Certified Scrum Practitioner, Data Governance, Analytics, or related professional certification - Preferred

Experience Requirement

7 Years - Progressively responsible experience in software development, data science, analytics, enterprise data management, information systems, or related technology leadership, preferably in a large financial institution - Required

5 Years - Management experience leading technology, software development, data science, analytics, or enterprise data teams - Required

5 Years - Experience with software development lifecycle management, application support, project delivery, data governance, data quality, data warehousing, dashboards, business intelligence, statistics, artificial intelligence, SQL, Python, and data visualization tools - Required

SKILLS/ABILITIES

  • Principles, practices, and techniques of information systems management, software development, enterprise data management, data governance, data science, analytics, and business intelligence.
  • Thorough understanding of software development lifecycle, Agile and Waterfall methodologies, application development, quality assurance testing, change management, release management, and production support.
  • Knowledge of software development technologies and practices, including C#, .NET, HTML, XML, CSS, AngularJS, REST APIs, relational databases, systems integration, and application architecture.
  • Ability to plan and manage complex software development, analytics, application implementation, data warehouse, and enterprise technology projects.
  • Knowledge of data governance, metadata management, data quality, data warehousing, data visualization, applied probability and statistics, web analytics, business performance metrics, and enterprise reporting.
  • Ability to establish and enforce technology, data, privacy, security, development, and compliance standards across assigned areas of responsibility.
  • Ensure regulatory compliance requirements are applied by all areas of responsibility.
  • Research, analyze and make recommendations on complex and high level operational, compliance and business activities.
  • Plan and manage complex applications development, implementation and maintenance projects.
  • Project management tools and techniques, including preparation and management of project schedules and metrics and change management and control.
  • Programming theory, standards and programming languages required for new applications and technology solutions.
  • Present information, proposals and recommendations logically and persuasively in Board or committee meetings and public forums.
  • Develop and direct the implementation of new Credit Union products and services for the membership and maintain in depth knowledge of current products and services.
  • Ensure all internal and external customer service practices and processes are carried out and meet quality service standards and achieve member satisfaction.
  • Learn and apply information, on a wide range of Credit Union products, services and regulatory compliance requirements, in order to assess member situations and develop solutions.
  • Plan, organize, integrate and direct the activities of the division.
  • Provide guidance in the resolution of complex audit and compliance issues utilizing advanced knowledge and experience within areas of responsibility.
  • Lead and model RISE values and Code of Ethics through daily interactions and conduct.
  • Promote and foster excellent member service and teamwork throughout division.
  • Communicate in a professional manner and deliver information clearly and effectively to staff. Actively listen to questions, opinions and ideas of others. Use tact and diplomacy in sensitive and confidential situations.
