Procurement Manager
About the Role
Procurement Manager operates in the four-level Governance model, with Level 3 Project-management routines used for cross-Project coordination, milestone synchronisation, escalation and acceptance preparation. It supports the Supplier obligation to define, plan, manage and carry out the Design and Implementation Period and to adhere to the Contract Management and Governance Model. Its specific contribution is to procurement strategy execution, subcontract management, vendor coordination and procurement compliance.
Key Responsibilities
Prepare procurement strategy, bidder lists, RFQ/RFP packages, evaluation models, negotiation plans and award recommendations.
Ensure procurement packages include technical requirements, documentation deliverables, acceptance criteria, HSE, quality, safety, cybersecurity, warranties, spares and support obligations.
Coordinate procurement timing with engineering maturity, customer approvals, Project schedule and site readiness.
Manage commercial clarifications, deviations, purchase orders/subcontracts and supplier onboarding with Supply Chain and Contract Management.
Support supplier claims, changes, back charges and performance escalations with evidence and commercial records.
Apply the Hitachi Code of Conduct in role-specific decisions, including ethical escalation, anti-bribery discipline, confidentiality, data protection, fair supplier/customer conduct and transparent records.
Procurement strategy execution, subcontract management, vendor coordination and procurement compliance.
Manages purchase and subcontract actions within approved procurement plan and delegation.
Escalates vendor-performance issues.
Key Interfaces
Supply Chain Manager, Contract Manager, Legal Support, Finance Controller, Work Package Leaders and Engineering Manager.
Suppliers, subcontractors and internal procurement/category teams.
Quality, HSE, Cybersecurity, Safety and RAM teams for package requirements and supplier qualification.
Project Manager.
Risk/change reviews for supplier impacts.
Authority & Accountability
Accountable for compliant sourcing and procurement Governance within delegated procurement authority.
Authorised to conduct tenders, negotiate within mandate and recommend awards based on evaluated criteria.
Requires formal approvals for awards, deviations or commitments beyond delegated thresholds.
Mandate
Put in place supplier contracts that are commercially sound, technically complete and deliverable in the Project schedule.
Skills & Experience
Procurement experience for rail, infrastructure, IT/OT, telecoms, electrical or construction packages.
Strong negotiation, supplier evaluation, contract formation and procurement Governance capability.
Ability to translate technical and assurance needs into purchase obligations.
Resilience and resistance to stress during urgent sourcing, supplier negotiations and delivery-critical awards.
Ethical procurement discipline and transparency.
More than 5 years in procurement/subcontract management on industrial or infrastructure delivery.
