Family Resource Specialist - Level 1

The Family Resource Specialist (FRS) promotes and attracts clients to the Healthy Families program through conducting in-depth conversational assessments with at risk individuals and families who are expecting or have recently delivered a baby. 

Duties and Responsibilities

• Report immediately to the Department of Child Services any suspicion of abuse or neglect. 
• Maintain confidentiality requirements of the agency and program information. 
• Perform other related duties as may be necessary to the functioning of the agency or at the request of the Supervisor. 
• Attend supervision, All-Staff and other appropriate meetings and training events. 
• Compliance with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to competently serve the public with diplomacy and respect, including occasional encounters with irate/hostile persons. 
• Work alone with minimum supervision and work with others in a team environment, often amidst frequent distractions and interruptions, and under pressure from formal schedules, deadlines, and high-volume operations. 

Family Assessment and Engagement

• Conducts in-depth assessment interview with families to determine their eligibility for Healthy Families home visitation services.  
• Utilize the scoring checklist and other materials provided by Healthy Families Indiana.  
• Acts as a liaison between families and other community agencies, particularly those families who are assessed negative. 
• Familiarizes self with community resources and provides appropriate resources to clients during the assessment. 
• Demonstrates a motivation to familiarize self with parent-child interaction and child development materials, and the dynamics of child abuse and neglect. 
• Works cooperatively with other professionals assisting the family, 
• Demonstrates ability to work as part of a team. 
• Documentation according to program timeframes and expectations 
• Accurately complete all assessments and evaluation paperwork/documentation. 
• Keep client records and data up to date and accurate. 
• Demonstrates competence in written English.  
• Records client observations and activities in a consistent and timely manner. 
• Manages assigned caseload and related work responsibilities. 

Collaboration

• Partner with supervisor to brainstorm and determine sources for referrals and needs within the community. 
• Contribute to the overall success and quality of all programs and services provided by the agency by working constructively and collaboratively with other staff members. 
• Assist and participate in outreach activities as directed by management

Requirements

Required Skills and Abilities

• Bilingual: Spanish/English preferred, but not required 
• Functional Skills: Excellent skills in process and procedure development, organization and problem solving; great with priorities (time management) and multi-tasking; highly organized with strong attention to details and solid follow-through to get things done well.  
• Technology Aptitude/Skills: Demonstrated ability with technology and systems; proficiency with Microsoft Office products including Excel, Word, and PowerPoint.  
• Language Skills: Excellent written and verbal skills; able to present to individuals and groups. 
• Leadership/Behaviors: Strong interpersonal skills with the ability to work with a wide range of individuals and diverse populations. Demonstrates excellent time management and problem-solving skills. Acknowledges and demonstrates CAPS culture and core values.

• Travel: Required to travel in order to perform duties in Elkhart and Marshall Counties in Indiana.  

Education and Experience

• Education: Minimum of high school diploma or equivalent. Infant mental health endorsement preferred. 
• Certifications: Infant mental health endorsement preferred.  
• Experience: Working with or providing services to children and families. An ability to establish trusting relationships and acceptance of individual differences. Experience and humility to work with culturally diverse families. Knowledge of infant and child development. Willing to engage in reflective capacity (e.g., capacity for introspection, communicating awareness of self in relation to others, recognizing value of supervision, etc. 

Requirements

• Must be at least 21 years old. 
• Ability to perform considerable time sitting and reaching.  
• Occasional travel between sites.   
• Ability to perform prolonged periods of time in front of a computer.  
• Move about, including walking, stooping, climbing steps, entering, and exiting vehicles. 
• Must be able to sit in a vehicle for up to 1 hour at a time for multiple trips per day.  
• Must be able to lift up to 25 pounds.  
• Ability to use hands and fingers and to reach for and handle objects to perform tasks frequently. 
• Ability to write ideas/information in a logical flow frequently. 
• Ability to read and respond due to the nature of the work on a frequent basis. 
• Ability to talk and communicate with others via phone, in-person, and/or computer frequently.  
• Ability to listen to clients, problem-solve, and respond frequently. 
• Ability to sit, stand, walk, bend, reach, stoop, kneel, squat, twist, push, pull, and carry items frequently.

• The employee will be responsible for working in a normal office environment with moderate noise and will be responsible for working in a client’s home environment during in-home visits.?  
• This position is occasionally exposed to allergens such as but not limited to dust, mold, pet dander, toxic – nontoxic chemicals, unpleasant noises and/or combative situations. 
• This position may face inclement weather conditions when traveling. 
• Travel: frequently  
• This position on occasion requires work outside of regular office hours, including but not limited to evenings.
