Status: Open Until Filled
This senior-level management role within the Finance Department and will be an integral member of the City’s financial management team. oversees the Budgeting, Utility Analysis, Property Tax, and Business License Divisions. The incumbent plays a critical role in directing the preparation and administration of the City's and Marietta Board of Lights and Water’s (BLW) budgets, evaluating utility rate structures, and ensuring regulatory revenue assessment and collection requirements. The position reports directly to the Director of Finance.
Essential Job Functions:
Business License Audits
- Contacts businesses and arranges for meetings to perform tax compliance audits of various businesses, as determined by management.
- Coordinates audits of those businesses licensed by the city using standard auditing techniques; including interviewing, accounting procedure analysis, audit test identification, sample selection, and audit testing.
- Understands the accounting practices of various industries and performs audits in a timely manner without interrupting the taxpayer’s normal operations.
- Examines financial records and research information obtained from other databases to ensure compliance with local laws.
- Maintains various spreadsheets detailing audit results, payments, and balances due.
- Assists customers with inquiries concerning business license fees, applications, calculations, interpreting codes, city jurisdiction, new accounts, excise taxes, etc.
- Composes letters advising businesses of audit results and follows up to insure accurate and timely payments.
- Establishes and maintains business license logs, files and other office records. Composes correspondence to various business owners.
- Evaluates codes and ordinances, publications and regulations, and takes action or refers those that are important to supervisor or staff.
- Processes business license applications, receives payments, makes deposits and issues licenses in office.
- Stays informed of general business and economic developments and their impact on taxpayers.
Revenue Collections
- Partner with the Revenue Officer to facilitate compliance and the collection of City revenue.
- Contacts unlicensed businesses and businesses with expired licenses for proper compliance with the City’s licensing ordinances and follow through with necessary collection procedures.
- Issue violation notices to those business, as determined, and follow through with compliance date.
- Issues citations for court proceedings for failure to comply with business license violation notice. Appear in Municipal Court and Suspension/Revocation hearings for testimony as deemed necessary.
- Monitor the collection of delinquent taxes and report results to the Business License Manager on a periodic basis.
Job Requirements
- Bachelor’s degree in accounting, or closely related field, and two years’ experience in a related auditing environment, or an equivalent combination of education and experience. Public accounting experience is strongly desired.
- Excellent business math and accounting skills, to include the ability to reconcile accounts and balance monies.
- Knowledge of Generally accepted Auditing Standards.
- Skill in operating personal computer and multiple software programs including Microsoft Word, Excel, and other programs as needed.
- Ability to prepare and compose letters and reports.
- Ability to make decisions in accordance with business license policy and city code.
- Excellent communication skills to include ability to effectively interact with the public and customers, both verbally and in written form.
- Must have strong work ethic, personal initiative, and sound judgment. Ability to work well with division staff and ability to build positive relations with the public.

- Ability to maintain confidentiality.
- Requires a valid Georgia driver’s license and a satisfactory seven-year riving history to include no DUI’s in the last 5 years.
